Location
Our West Campus is located at 2400 Gillionville Road, Albany, GA 31707. Our East Campus is located at 504 College Drive, Albany, GA 31705.
The Human Resources office for both campuses is located on the West Campus in Building K, Suite 111.
Job Summary
Serves as Agency Procurement Officer, responsible for the procurement of goods, services, and projects for the University.
Acts as liaison between Fiscal Affairs, University departments, State agencies, and vendors. Performs the administrative and managerial functions necessary to plan, implement, review, and control the operation of the Purchasing Department.
Manages the University's purchasing card program, contracts and oversees the training for all procurement functions on campus.
Responsible for all personnel decisions in the Purchasing Department, training of staff, and assigning workload to ensure the expedient provision of services..
Responsibilities
Analyzes and approves requisitions and purchase orders. Runs background processes in PeopleSoft to encumber the purchases.
Reconciles purchases monthly and annually at year-end.
- Supervises the procurement office and manages the procurement staff.
- Oversees the purchasing card program and the contracts, amendments, and renewals for the University.
- Resolves purchasing, payable, or budget issues on campus for end users and vendors.
- Reviews purchases made and ensures compliance with policies and procedures. Researches, processes, and awards Requests for Quotes, Requests for Proposals, and Requests for Information for purchases exceeding $25,000.
- Communicates with purchase requesters, approvers, and campus employees on purchasing issues. Assists with vendors as needed.
- Trains end-users, supervisors, and University employees on procurement policy and software applications.
- Performs other duties as assigned.
Required Qualifications
Educational Requirements
Bachelor's degree in Business administration or related field
Other Required Qualifications
State Purchasing Certified
Required Experience
3 years of management experience Procurement / Purchasing
1 year if experience supervising others
1 year of experience using Microsoft Office or related office software
Preferred Qualifications
Additional Preferred Qualifications
Experience with State of Georgia procurement policies and procedures
Procurement in a higher education setting
Preferred Experience
Certified Purchasing Manager (CPM) or Certified Public Purchasing Officer (CPPO) is preferred.
PeopleSoft Financials experience
Proposed Salary
