Description

Under general supervision, the purpose of this position is to assist the Manager of Utility Services in the management of the water distribution system and wastewater collection system.

This is accomplished by working with Trinity River Authority, Texas Commission on Environmental Quality, Environmental Protection Agency, Dallas Water Utilities, and the Texas Water Development Board in order to meet all State Regulatory Requirements.

Specific Duties and Responsibilities

  • Oversees all aspects of the water distribution system and wastewater collection system by presenting all daily activities to Field Operations Supervisors, entering work orders in the Go Request System and follow up daily to ensure all water / wastewater systems are functioning properly;
  • Manage backflow prevention and cross connection control program
  • Prepares water quality process control and operational procedures to comply with local, state and federal requirements;

prepares emergency response plan to comply with local, state and federal requirements; revises procedures as necessary.

  • Provides budget management by preparing budget projections and meeting with management regarding water / wastewater budgetary needs;
  • Assist with overseeing capital projects, internal maintenance programs, and internal projects.
  • Assist with supervising staff by scheduling and assigning tasks; reviewing performance; overseeing work quality; providing direction;

and assisting as required; and

Performs other assigned duties.

Qualifications

  • Associates in Science, Engineering, Business Administration, or related field;
  • Four (4) years of related work experience in water / wastewater management;
  • Or equivalent training, education, and / or experience.

Supplemental Information

  • Knowledge of City policies and procedures;
  • Knowledge of Supervisory Control and Data Acquisition (SCADA) and Wonderware Software;
  • Knowledge of Microsoft Office Suite;
  • Skilled in the operation and use of standard office software which includes databases and presentation programs;
  • Skilled in communicating effectively both orally and in writing;
  • Knowledge of principles, practices and regulations related to backflow prevention;
  • Ability to read, analyze and interpret complex materials, budgets and related documents;
  • Ability to establish and maintain working relationships with City administration, other employees, and the general public.

Texas Municipal Retirement System

Employees participate in a statewide retirement program at 7% contribution with a city match of 2 : 1.

Five years vesting, 20 years retirement at any age.

Vacation

Non-civil service employees accrue 6.67 hours per month (2 weeks per year).

All police employees accrue 10 hours per month (3 weeks per year).

All Fire employees accrue 15 hours per month (7.5 - 24 hour shifts a year).

Sick Leave

Non-civil service employees accrue 10 hours per month (3 weeks per year).

All police employees accrue 10 hours per month (3 weeks per year).

All Fire employees accrue 15 hours per month (7.5 - 24 hour shifts a year).

Holidays

Non-civil service employees receive 13 paid holidays per year including one personal or "floating" day.

Longevity Pay

Earned at a rate of $4 per month.

This is calculated on number of years of service up to and including 25 years (maximum $1200).

Worker's compensation coverage is provided for all employees.

Fire / Police

Eligible for Education / Certification pay.

Deferred Compensation Plans- Mass Mutual / Empower

Payroll deduction for employee participation. City does not contribute.
