Substation Commissioning Engineer
J&S Power Commissioning Engineers are on-site leaders and technical experts for substation construction and testing services.
Acts as the responsible Senior Commissioning Engineer on substation construction projects for Utility and Industrial Clients.
Commissioning Engineer will be responsible for overseeing testing and commissioning of transmission and distribution substation additions or modifications.
Provides overall technical supervision of construction, commissioning, and testing activities to ensure compliance with client’s and equipment manufacture specifications.
Responsible for creation of commissioning checkout guides and outage plans. Responsible for communicating construction updates and testing expectations to project management and testing team.
Provide in-field substation design review with support of engineering staff to ensure end product meets client’s needs and expectations.
Directs and advises on design changes when required by differing site conditions. Responsible for interpreting and approving major equipment and relay testing results.
Plans, performs, and documents the commissioning of substation protection and controls. Oversees relay and equipment functional testing and provides on site engineering solutions when issues arise.
Evaluates and partners with construction contractor to ensure schedule, solve issues, and communicate to project stake holders real-time updates.
Responsible for project testing documentation and closeout (red lines, test results, utility regulation documentation). During entire project life cycle
J&S Power Commissioning engineers work closely with project team to set expectations and give engineering guidance on installations and construction.

- Must be an on-site leader and independent worker and have strong interpersonal skills to develop working relationships and expectations with project stake holders and testing crews
- Must have strong skills in reading engineering drawings and specifications to understand the purpose and functionality of the substation.
Must understand various protection schemes for proper checkout techniques
- Have strong substation P&C and power equipment troubleshooting skills
- Demonstrated ability to apply engineering skills and operational knowledge in the identification and resolution of technical problems in the field during the installation phase and testing phase
- Identify and resolve design errors
- Provides field engineering support to the electricians in all stages of project i.e. equipment / relay isolation, advising on construction phases of the substation protective relaying and control system and verifying the wiring is full complete per the design drawings.
- Be familiar with NETA, IEEE, and utility clients specifications for equipment installation
- Working knowledge of all software (Relay Test Software - Enoserve (RTS) and Doble Protection Suite ; Relay Communication Software SEL Compass, AcSELerator Quickset (SEL 5030);
Doble power factor testing
Demonstrated relevant experience in substation field engineering services and technical support for the construction, testing, and commissioning of substation equipment up to and including 500kV Must include;
Protective Relays, Relay Panels, AC / DC Panels, Battery Systems, Breakers, Transformers, SSVTs, CCVTs, PTs, CTs, Linear Couples, etc.
Including the development of isolation plans and procedures.
- Working knowledge of protection schemes and SEL relays
- Knowledge and practice of safety precautions related to working with electrical and electronic equipment.
- A J&S Power Commissioning Engineer is expected to support several projects occurring at the same time.
Education And Experience Requirements :
Bachelor's degree in Electrical Engineering or related field (willing to accept foreign education equivalent) plus 3 years of experience performing electrical transmission and distribution engineering and field service engineering.

- Possess and maintain a valid and unrestricted driver’s license
- Must pass background checks and drug screen
