Position Overview
This position, under the general supervision of the Vice President of Residential Services, will provide leadership and oversight to ICFs, ensuring best-in-class service is rendered in all locations.
This individual will supervise Intermediate Care Facility administrators.

Essential Duties and Responsibilities
- Support ICF leadership teams to manage all aspects of their daily operations, including the provision of active treatment services, management of staff, maintenance of the physical plant, and regulatory compliance.
- Identify and implement best practices and strategic initiatives across all locations to streamline processes, obtain high-quality outcomes, and consistently strive for excellence in all aspects of the programs.
- Develop and oversee annual budgeting across all locations. Manage financial performance through review of monthly reporting, prioritization and approval of spending, and proactively and creatively addressing any issues.
- Proactively work to maintain all locations at capacity, filling vacancies as needed. Develop relationships with a wide range of referring agencies to maintain a steady stream of residents.
- Partner with ICF leadership and human resources to select, onboard, and retain high-quality team members. Analyze turnover numbers to identify patterns and implement plans to improve retention.
- Ensure all applicable regulatory standards and guidelines are met or exceeded by conducting ongoing internal audits and overseeing the implementation of any corrective measures.
- Work hand-in-hand with nursing leadership to ensure the health and wellbeing of all residents.
- Ensure great customer service is provided to all ICF stakeholders including but not limited to guardians, consulting professionals, governing bodies, and visitors.
- Consistently push all team members to strive to improve the quality of life for individuals living in the ICFs, specifically targeting increased levels of community inclusion and social activities, meaningful relationships, and hobbies / interests.
- Act as a liaison between the ICFs and other programs (both internal and external), support departments, vendors, and the local communities.
- Conduct appropriate and comprehensive follow-up to all incidents and issues, proactively addressing any patterns of concern.
- Provide calm, confident leadership during incidents, crises, or inclement weather. Work with facility leaders, support departments, and Quest’s Leadership Team as appropriate to handle any challenges that arise.
- Partner with the Director of Risk Management to identify and mitigate any risk or safety issues that arise.
- Exhibit mastery of and willingness to complete all skills and job duties of program management and staff whom the position supervises.
- Report to work during inclement weather to ensure adequate supervision and care of all program participants. This may include sheltering in place during a hurricane.
- Complete other duties and special projects as requested / assigned.
Education and / or Work Experience Requirements
- BA / BS in Human Services or related field required. MA / MS in Human Services or related field preferred.
- 5+ years of leadership experience in long-term residential programs such as ICF, skilled nursing facilities, assisted living facilities, etc. required.
- Experience as a frontline service provider (i.e., CNA, DSP, LPN / RN, caregiver, home health aide, etc.) preferred.
Experience / Licenses / Certifications Needed
- Microsoft Office Suite & basic computer knowledge.
- Previous working knowledge utilizing all program-related equipment lifts, vehicles, etc.
Physical Demands
- Must be able to lift up to 50 pounds with or without assistance.
- Requires occasional exposure to weather including extreme heat, humidity, and moisture.
- Requires prolonged periods of standing and walking.
- Requires sufficient vision and hearing ability to observe and communicate with team members.
