Title / Position : Hummingbird Haven Shelter Program Manager

PURPOSE OF POSITION

This position requires thorough knowledge and understanding of a human rights, strengths-based approach in serving clients.

The Shelter Program Manager requires strong social work skills (particularly in crisis intervention and conflict resolution) and cultural competency.

It also requires strong assessment and service planning skills, supervisory experience, and strong administrative skills.

The Shelter Program Manager should possess a high level of maturity, flexibility, and awareness of the dynamics of shelter living with the ability to work independently and with others.

Full time, exempt position.

ESSENTIAL DUTIES

Program Coordination / Development : Assist in coordinating and overseeing the Hummingbird Haven Emergency Shelter Program and ensure results are adequately captured

  • Ensure quality and performance of all shelter programming;
  • Coordinate and oversee day-to-day operations at shelter to ensure optimal results and compliance with strategy and deliverables;
  • Oversee intake and exiting of clients from the program, including assessing appropriateness for intake and readiness for transitional housing program, including Mariposa Haven Transitional Shelter, or other longer term housing;
  • Oversee development of individualized service plans and responsibilities for each client and monitor / work with Shelter Case Manager and Assistant Case Manager to ensure that plans are followed and adjusted as needed;
  • Provide crisis intervention and conflict resolution to clients and as support to shelter staff;
  • Develop and manage specialized services and workshops, house meetings, or other life skills development activities;
  • Oversee daily hotline services at the shelter programs. Ensure calls are being answered, logged into the database system, and callers are receiving optimal services.
  • Prepare all documentation for audits by funders;
  • Assist in completing grant reporting shelter program.

Shelter Staff / Volunteer Management : Manage Hummingbird Haven Shelter staff and volunteers to ensure high quality shelter services are provided

  • Supervise shelter staff and volunteers, including providing ongoing training, support, and evaluation. Manage work flow, schedules, and coverage;
  • Be responsible to recruit, interview, hire, and train shelter staff and volunteers;
  • Oversee all data capture for the shelter staff;
  • Ensure client documentation is complete and accurate;
  • Manage volunteer vetting and scheduling.

Operations and Facilities Management : Manage overall Hummingbird Haven facilities in order to ensure a safe, living environment for shelter residents.

  • Manage day-to-day operations including vendor contacts, purchasing, supply deliveries, etc.;
  • Manage facilities including upgrades, repairs, emergencies, and coordinate insurance claims, etc.; and
  • Ensure security systems are adequate and functional at all times.

Housing Leadership : C ontribute to the direction and leadership of all housing programs at Cast.

  • Provide after hour supervisory on-call coverage for Cast Housing Program and hotline a minimum of one week per month;
  • Assist with finding staff coverage for Cast Housing Programs in partnership with all Housing Program Managers;
  • Other duties in line with Cast Housing Programs needs and as requested.

Fiscal and Administrative Management : Manage and oversee all fiscal and administrative processes for the program.

  • Ensure proper use and documentation for all funds and resources;
  • Manage credit card expenses and provide documentation in a timely manner to the accounting department;
  • Ensure timesheets and other administrative documentation is completely correctly and submitted on time.
  • Monitor resource needs and comply with program budget

Participation in Organizational Management : Work closely with the Associate Director of Equitable Housing on strategic development, compliance, and in meeting CAST's stated goals and objectives.

  • Assist Associate Director of Equitable Housing develop, implement and lead a vision for the housing program that is culturally sensitive, holistic and rooted in the principles of trauma informed care
  • Assist Associate Director of Equitable Housing Identify Opportunities for growth, which will include housing support , vocational training and supplemental support for survivors within all the Housing Programs

REQUIREMENTS

  • Bachelor of Arts or Science degree, or extensive experience and demonstrated skills and aptitude considered in lieu of education.
  • Bilingual preferred (Spanish, Arabic, Amharic or SE Asian).
  • Demonstrated sensitivity to and knowledge of issues involved in working with diverse populations and / or with individuals who have limited English proficiency.
  • Minimum of 2 years' experience working in a shelter program and / or with populations who've experienced high levels of trauma .
  • Minimum of 2 years' experience supervising and / or coordinating programs preferred.
  • Ability to maintain a positive, cooperative, and professional demeanor with clients, partner organizations, volunteers / interns, staff / board, donors, consultants, and members of the public.
  • Excellent oral and written communication skills.
  • Must be organized, flexible, detail-oriented, and multi-tasking.
  • Sincere commitment to working independently and responsibly. Must be a self-starter, able to work in a team environment and manage time effectively.
  • A willingness and ability to learn about the complex issues of human trafficking and to abide by the mission and philosophy of CAST.

Knowledge and understanding of immigrant and refugee rights and trafficking issues.

  • Knowledge of and experience in supportive counseling, crisis intervention, and conflict resolution techniques. Ability and willingness to effectively intervene in and resolve resident disputes.
  • Appreciation of sensitive confidentiality issues with demonstrated commitment to strengths-based, client-centered practice.
  • CA driver's license with access to insured car (Good driving record a must).
  • Physical demands are typical for an office environment, including sitting, reaching, lifting, speaking, hearing, and seeing.
