Merced College is seeking an innovative, highly motivated and experienced professional to serve as the Director of Purchasing & Risk Management. This position provides leadership, direction, and oversight for the district's purchasing, contracting, insurance, safety and risk management operations. The Director ensures compliance with applicable laws, regulations, and policies, while supporting efficient procurement processes and effective risk mitigation strategies to safeguard the district's resources.

General Description :

Under the direction of the Vice President of Administrative Services, the Director of Purchasing and Risk Management supports the District's mission by providing leadership, direction and expertise in contract and procurement services that ensure quality products and services are purchased in a cost-effective, efficient and ethical manner; and provides guidance in all aspects of risk management and campus health and safety initiatives. The incumbent must possess a good working knowledge of the legal aspects of contract administration, purchasing, and risk management best practices. These duties require strategic planning skills, visionary leadership, a comprehensive knowledge of industry trends, advanced technology applications, and the ability to work collegially and collaboratively with diverse audiences throughout the campus community. The Director supervises and develops the department staff and is responsible for the creation and implementation of departmental policies, procedures and standards. Must possess excellent written and verbal communication skills, effective organizational and negotiation skills and the ability to lead and motivate staff.

Examples of Duties

Essential Functions :

  • Formulate procedures and policies used for procurement, property inventory control, stores operations, risk management, and safety guidelines
  • Supervise the purchase, receipt, storage, and distribution of supplies and equipment
  • Negotiate and develop criteria for contract language entered into by the District
  • Supervise assigned personnel, conduct required performance appraisals, and make recommendations for appropriate employment actions
  • Develop procedures for a master inventory control system
  • Arrange for the sale of excess property
  • Resolve complaints from vendors and departmental representatives
  • Compile and analyze data to develop and recommend policies and administrative regulations regarding the District's property, liability and workers' compensation insurance programs
  • Investigate and analyze accidents and incidents involving District employees, students and members of the public who are injured while using District equipment or facilities
  • Prepare annual budgets and assist with annual inventory for Auditor's Report
  • Manage the bidding process including pre-bid meetings, bid openings and award recommendations
  • Maintain current schedules of insurable values of District property
  • Coordinate District safety trainings and disaster drills for the campus community
  • Analyze the District's claims, loss and accident history and identify methods to eliminate, minimize, or transfer risks and potential losses
  • Act as liaison and coordinate insurance programs with Alliance for Schools Comprehensive Insurance Program (ASCIP)
  • Attend training sessions, conferences and workshops to keep abreast of current practices, programs and legal issues
  • Investigate incidents and coordinate the preparation of materials and evidence for use in hearings, litigation, and insurance claim cases
  • Monitor case closing action; coordinate negotiations for settlement of claims where court action is not involved with claim adjuster and prepare reports for Board action
  • Liaise with insurance adjusters, legal counsel, and underwriters in coordinating all insurance matters
  • Coordinate District safety trainings and disaster drills for the campus community
  • Take necessary steps to ensure District compliance with O.S.H.A. and other required regulations
  • Evaluate the impact of new and proposed legislation on the District's insurance and safety programs and make recommendations for District compliance
  • Perform ergonomic evaluations or retain the services of outside ergonomic specialist(s)
  • Prepare, review, analyze, and evaluate District's Injury and Illness Prevention plan as well as all other safety plans and offer recommendations for improvement
  • Serve on a variety of committees both on and off campus
  • Other related duties as assigned
  • Knowledge of :

  • Methods, practices, and procedures, including governmental purchasing, contracting, and material management adhering to public contract and education code guidelines
  • Sources of supply, commodity markets, marketing practices, and commodity pricing methods and differentials
  • Store room practices and stock record systems and record retention methods
  • Warehouse and inventory methods, procedures and best practices
  • Good working knowledge of the legal aspects of contract administration and purchasing best practices
  • Principles and applications of occupational safety
  • Building design, construction, and maintenance as related to environmental health and safety issues
  • Requirements and methods of compliance with federal, state, and local environmental health and safety regulations, including but not limited to those enforced by Cal-OSHA, Fed-OSHA, EPA, and California Department of Health Services
  • Ability to :

  • Plan and schedule buying activities for greatest efficiency and service
  • Interpret market prices and trends
  • Plan and supervise the work of others and work cooperatively with others
  • Communicate effectively both orally and in writing with a variety of people at all organizational levels in an academic environment
  • Make cost-effective risk management decisions balancing limited resources and regulatory requirements
  • Complete necessary and appropriate OSHA courses
  • Demonstrate sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students
  • Typical Qualifications

    MINIMUM REQUIREMENTS :

  • Bachelor's degree from an acceptable accredited institution in business, risk management or public administration AND three (3) years of increasingly responsible experience in the areas of purchasing, risk management, or insurance.
  • License or Certificate

  • Valid California driver license or ability to obtain within 90 days of hire date
  • DESIRED QUALIFICATIONS

  • Education / Training / Experience
  • Master's degree in purchasing or risk management AND prior purchasing or risk management leadership experience in an academic environment
  • License or Certificate

    Professional procurement certification; eg., CPP, CPPM, CPM, CPSM Possession of an ARM, P-ARM or CPCU
