POSITION DESCRIPTION & OVERVIEW

Title : Shelter Program Manager

Reports To : Associate Director of Shelter

Schedule : Mon-Fri, Daytime Flexible, occasional nights / weekends

Compensation : $55,000-$58,000 DOQ

$1000 bonus after a year of employment

Job Classification : Full Time, Salaried Exempt

The Outreach and Shelter Department serves single adults through our emergency response programs. Our programs include Shelter, Street Outreach, and the Welcome Center.

Through these programs, we often encounter individuals along the broad spectrum of homelessness from recently homeless to chronically homeless individuals.

The goal in each of these programs is to build rapport and assist in connecting individuals to stabilize their housing and achieve self-sufficiency.

The Shelter Program Manager is responsible for overseeing and supervising the operations and programmatic activities for one of Agate's two shelter program sites.

This position supervises the Shelter Workers, Shelter Advocates and Lead Shelter Advocate and is responsible for developing and maintaining strong, collaborative relationships with a variety of community partners with a particular focus on Hennepin County Shelter Collaborative and the Hennepin County Coordinated Entry System.

PRIMARY DUTIES AND EXPECTATIONS

  • Provide leadership and support to the staff providing shelter services and advocacy to people experiencing homelessness.
  • Recruit, hire and coordinate training for shelter employees under their supervision.
  • Provide ongoing supervision for shelter employees.
  • Ensure ongoing training requirements are maintained by staff and appropriate to meet the needs of the shelter program and program participants.
  • Develop, implement, and maintain program-specific procedural manuals and policies in collaboration with staff and program leadership.
  • Facilitate regular team meetings.
  • Identify ways, with staff and the Director of Outreach and Shelter, to coordinate program services, improve services, problem-solve, and develop client resources.
  • Establish and maintain active working relationships with community partners and funders.
  • Represent Agate in meetings with other agencies, businesses, government, funders, and community partners.
  • Manage the financial resources of the programs within the budget.
  • Ensure quality file keeping and case documentation by direct service staff.
  • Oversee program reporting, ensuring that programs are on track to meet contractual goals.
  • Ensure that services offered are compliant with Federal, State, and County guidelines, and contract requirements.
  • Respond to changing community needs and incorporate best practices throughout the programs.
  • Ensure that required evaluation systems are in place.
  • Other duties as assigned.

PHYSICAL REQUIREMENTS FOR THIS POSITION

95% Sedentary work - Sitting most of the time with occasional walking and climbing stairs. Exerting up to 10 pounds of force occasionally.

5% Light work - mostly standing with some sitting. Occasionally exerting up to 20 pounds of force.

REQUIRED QUALIFICATIONS

  • Three years minimum working with people experiencing homelessness.
  • Knowledge of and experience working with Hennepin County Coordinated Entry System.
  • Experience working directly with people from diverse racial, ethnic, and socioeconomic backgrounds.
  • Demonstrates skill in understanding cultural differences.
  • Passionate about working in an organization that values and promotes diversity, equity, inclusion, and anti-racism.
  • Demonstrated written and verbal communication skills.
  • Must possess basic computer skills.
  • Licensed social worker at the graduate level (LGSW or LISW) preferred.
  • Fluency in languages used by our clients (Spanish, Amharic, Oromo, Somali, ASL) preferred.

Experience that gives applicants the required skills, abilities, and perspectives listed above are commonly gained through one or more of the following :

  • Personal experience with homelessness;
  • Experience working, interning, or volunteering with people experiencing homelessness;
  • An Associates, Bachelor's, or Master's degree in a relevant field such as Social Work (with accompanying licensure), Human Services, or Family Studies.

This position requires use of your own personal vehicle for Agency business and will be required to maintain liability insurance coverage of at least $100,000 per person and $300,000 per occurrence.

In addition to criminal background studies, applicants must have a valid Driver's License and pass a driving record background check.

SERVICE ANNIVERSARY BONUS PROGRAM

This role is eligible for a $1000 service anniversary bonus after one year of employment.

REFERRAL BONUS PROGRAM

The Referral Bonus Form must be submitted to Human Resources no later than 30 days after the referred employees begin employment.

Any Referral forms submitted after 30 days will not be processed.

To be eligible for rewards, candidates must be hired as permanent full or part-time employees (this excludes on-call, employees, temporary employees, interns or contract workers).
