SALARY : The salary range for this position is $103,395.99 to $160,053.17. For newly hired individuals, the starting salary will normally be at the minimum of the salary range.

For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band / level, whichever is greater.

The Essex Vicinage is seeking a proven leader committed to delivering quality service, who possesses outstanding financial management, project management, communication, and writing skills to serve as Court Executive 2B (Finance Division Manager).

This accounting professional will motivate a team of approximately 30 employees over three locations, providing direction and ensuring strong accounting procedures and internal controls in a dynamic, fast-paced environment.

Under the direction of the Court Executive 3B (Trial Court Administrator), this individual will direct and supervise the everyday operations of the Finance Division, including the allocation and monitoring of a $46M budget.

The selected candidate will be a problem solver who can work collaboratively to advance the vision of the organization.

REMOTE WORK : The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings.

To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high speed home internet access.

Duties include but are not limited to the following :

  • advise managers on deadlines, rules, regulations, or related information
  • develop and implement plans for utilization of available funds, personnel, equipment, materials, and supplies
  • interpret and present accounting and financial data to diverse audiences
  • prepare, review, and monitor various budgets
  • assign workload / specific duties to staff
  • conduct training sessions or orientation programs
  • recommend personnel actions
  • assess staff performance
  • mentor / coach staff and provide direction and feedback
  • participate in team or work unit meetings and team development activities
  • foster positive relationships with other divisions and stakeholders
  • conduct and plan agendas for meetings
  • explain Judiciary policies or procedures to clients or customers
  • implement programs, operating procedures or systems
  • perform related duties / work as required

Education : Graduation from an accredited college or university with a bachelor's degree, including or supplemented by 21 credit hours in accounting, business administration, economics, public administration, and / or finance.

Six of these credits must be in accounting. Experience : Five years of professional administrative and / or program management experience which shall have included experience in accounting, auditing, budgeting, cash management, financial analysis, finance, and / or developing, implementing and analyzing financial procedures, systems and controls and three years of supervision of staff.

Substitution : Applicants who do not possess the required education, but do possess the required 21 credit hours in accounting, business administration, economics, public administration, and / or finance (including six accounting credit hours), may substitute experience on a year-for-year basis.

A master's degree may be substituted for one year of general experience as indicated above OR a CPA designation may be substituted for one year of general experience as indicated above.

Additional Note : Submission of a cover letter is preferred but not required. Driver's License : Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position.

Authorization to Work : US citizenship is not required. Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.

Residency Law : In accordance with N.J.S.A. 52 : 14-7 (L. 2011, Chapter 70), the "New Jersey First Act," all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey.

Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.
