Job Description :

Oregon State Treasury is recruiting for the position of Research and Data Analyst for our Debt Management Division. This position will research, gather, analyze, report on and ensure the accuracy of information to support debt-related programs and implement various policies and procedures, laws, and regulations related to the state's bonding programs as promulgated by the Federal government, State Legislature and the State Treasurer.

Job Duties Summary

Conduct local debt verification as required for all local governments and state agencies.

Assist lead staff for BondTracker testing, Real Market Value Assessment update from the Department of Revenue, population data updates, Bond Bill limits, report generation and data quality review .

Manage the entry of bond data, redemptions, defeasance in the BondTracker system.

Conduct periodic review of Department of Revenue assessment , local government debt, state data on school districts for accuracy and completeness.

Develop and prepare specific statistical or financial reports.

Work with stakeholders including Debt Management Director / Deputy Director, IT and external partners to ensure Debt Management data is accurately reported on the State's website including new issue information, local debt issuance schedule, independent registered municipal advisor disclosure, and other debt related reporting requirements.

Conduct research requests for information from federal, industry, state and local government sources .

Gather financial, demographic, economic and other types of information; ensure the accuracy of such information, and under the guidance of the Deputy Director, prepare information for use in presentations, disclosure documents and reports related to Appendix A, State Debt Policy Advisory Commission Report, Municipal Debt Advisory Commission report and any debt-related of the Division .

Collaborate with internal and external program representatives to review and ensure completeness of report.

Assist in preparing annual State Debt Policy Advisory Commission , Municipal Debt Advisory Commission report, periodic updates to Debt Management disclosure documents including fiscal year-end report generation, sustainability reporting, and other reports as requested .

Under the guidance of the Director / Deputy Director, assist in the preparation and dissemination of periodic disclosure of information filings, including SEC material event and voluntary disclosure.

Communicate and coordinate with other State agencies or finance professionals in the review, approval and reporting processes.

Assist in periodic review of Oregon Administrative Rules , division policies and procedures, makes recommendations regarding improvements and u pdates.

M anage the Oregon Administrative Rule update and amendment processes as applicable .

Analyze potential fiscal impact of proposed legislation. Participate in task force groups. Assist in development of local government training, including publication of information articles.

Coordinate member appointments and reappointments. Manage communication and meeting coordination and direct other staff personnel in support of Municipal Debt Advisory Commission matters.

Support the legislative analysis process by conducting analysis of proposed legislation and preparing written summary of analysis; and

Track and review referendums at the state and local government level to determine impact on bonding programs of state agencies and local governments.

Work Schedule

This position will have the opportunity for a hybrid (remote and in-office) work location schedule; in-office work will be predominately from Treasury's Salem office .

This position will work from the Salem office a minimum of once a month . Based on business needs, this position may require additional days in office.

Salary Rang e

$ 59,976 - $ 91,764 annually.

There is a 6.55% cost of living adjustment that will be applied to the salary listed above. This is scheduled to happen in either January or February 2025.

This position is classified as a Program Analyst 2. This position is a SEIU represented position .

Required Minimum Qualifications

A b achelor's d egree in b usiness or p ublic a dministration, b ehavioral or s ocial s ciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills;

and two years experience coordinating or administering a program ; OR

Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.
