Duties

Duties include, but are not limited to :

  • Overall development, implementation, operation, administration and coordination of the Grounds and Transportation Program providing a focal point from which the distribution of work and operational activities can readily be ascertained and in a manner that assures cost efficiency and effective access to appropriate clinical care.
  • Primary oversight of the Fleet Management Program.
  • Planning and coordination of vehicle rotation by preparing and reviewing utilization patterns asserted for vehicles used for medical center operations (patient transport, supply delivery, waste disposal, etc.

as well as reports submitted by the Fleet Program Coordinator related to the GSA leased fleet in order to achieve maximum efficiency and economy.

  • Collects data related to overall vehicle usage and costs (repairs, maintenance, fuel, etc.) for submission to the Engineering Service Chief and appropriate clinical services.
  • Responsible for preparing and submitting detailed estimates related to project planning to include estimate manpower costs (regular and overtime), materials, equipment and supply costs, contract service costs, etc.

to Engineering Chief and other Management Officials as determined.

Incumbent must stay up to date and knowledgeable of VA / VHA, Federal, local and state regulations. The Joint Commission standards, Environmental Protection Agency (EPA) requirements, Department of Transportation, etc.

to ensure compliancy at all times and maintain facility readiness for surveys and inspections.

NOTIFICATIONS :

  • This position is not a Bargaining Unit position.
  • Selectee may be required to work at any VA Tuscaloosa Healthcare System campus, as needed.
  • The incumbent may be required to travel to other VA campuses and CBOC's.
  • Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted).
  • This position is in the Competitive Service.
  • Interchange Agreements with Other Merit System : Employees who occupy medical or medical-related positions and were appointed under 38 U.

S.C. 4701(1) or (3) formerly 38 U.S.C. 4104 (1) and (3) must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System.

Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03 / 14 / 2022.

Physical Requirements / Working Conditions : This position requires walking, standing, bending, sitting, crawling and climbing.

Incumbent must have good vision, without or without glasses. Occasionally lifts heavy loads, machinery parts, etc.. Must be able to climb / descend ladders and scaffolds.

Incumbent is subject to all hazards inherent in the facility environment, for example : bums, cuts, bruises, sprains, falls, high heat, high humidity, etc.

Must be able to safely and correctly operate equipment necessary to complete the duties of the position and demonstrate the knowledge ,and skills necessary to complete the duties of the position. Education

Additional information

Receiving Service Credit or Earning Annual (Vacation) Leave : Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.

VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service.

This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
