Description

NATURE OF WORK

This is highly responsible professional work assisting with planning and directing the various administrative and technical activities of the City's natural gas utility.

An employee in this class is responsible for directing functions of the natural gas distribution system to ensure a continuous supply of gas to all customers.

Major responsibilities of this position are to manage regulatory compliance programs to ensure conformance with governmental requirements and direct gas construction projects.

The focus of compliance work will apply mostly to pipeline safety regulations and provide regulatory interpretation to the organization, and working closely with operations personnel to facilitate the implementation of requirements.

Other responsibilities are to manage the distribution system in the absence of the Assistant Utility Director. Supervision is exercised over a staff of employees through assignment and review of work and providing assistance with difficult problems.

Under general direction of the Assistant Utility Director, the incumbent performs complex assignments requiring extensive initiative and independent judgment in assuring that utility missions are accomplished and are performed with the maximum effective use of personnel and equipment.

Work is reviewed by the Assistant Utility Director in conferences with the incumbent through study of reports submitted by direct observation of the condition of facilities and equipment and by the degree of achievement and understanding of established goals, objectives and work plans.

Examples of Duties

ESSENTIAL JOB FUNCTIONS

Serves as the gas utility's compliance officer for regulatory issues and ensures compliance with state and federal regulatory agencies;

works with operations personnel to develop, track, and implement programs that will ensure full regulatory compliance.

  • Reviews and comments on proposed regulatory rules and determines the impact on operations and recordkeeping.
  • Reviews compliance information; prepares final reports; tracks results through resolution; and prepares and submits annual reports for compliance with various federal and state agencies.
  • Manages and directly supervises gas support and administration functions including, but not limited to : regulatory compliance and permitting, corrosion control, leak survey, equipment maintenance and support, finance management, budget, purchasing, inventory, work control, computer support, GIS activities, safety, security, contract administration, and other management activities.
  • Develops and maintains related accounts and accounting systems; prepares financial reports.
  • Formulates related policies, programs, service levels, and capital projects to meet current and future municipal gas operation system needs.
  • Directs the planning, scheduling, and monitoring of the annual Corrosion Control and Leak Survey program; ensures that proper priorities are followed and service levels are obtained in accordance with department, state, and federal standards.
  • Serves as the gas utility's resident engineer for gas construction projects; plans and directs all phases of construction activities of the gas distribution system, including engineering and design;
  • determines the necessity, financial feasibility, location, and size of gas mains and services with necessary plans and specifications;
  • analyzes requests for main extensions to serve new residential and commercial customers to determine customer contribution toward construction, if any;

establishes goals, objectives, and work plans; and oversees the completion of a wide variety of special, assigned gas utility projects.

  • Manages construction contractor and in-house construction teams for the installation of natural gas facilities (i.e. mains, service lines, commercial meter settings, etc.).
  • Coordinates and obtains all necessary right-of-way, permitting, and easement documents (i.e. State, County, City, Private Property Owner).
  • Coordinates maintenance and distribution system mapping updates (i.e. distribution system mapping, GIS).
  • Coordinates the maintenance of the gas system network model to determine strategies for new load evaluation / availability, emergency outage management, and system improvement (i.

e. new customer load, main extensions, main replacement, etc.).

  • Coordinates the design and maintenance of the natural gas system's cathodic protection system to meet all industry practices and satisfy code compliance
  • Coordinates the maintenance of the Gas Division's Hurricane Plan information to ensure that all copies of the plan are current and accessible.
  • Makes decisions and recommendations regarding hiring, disciplinary actions, and promotions of assigned employees; reviews performance reports and rates employee performance;

authorizes leaves and overtime; counsels employees on work related problems; and exercises authority for department personnel actions consistent with collective bargaining agreements, City personnel rules, and other applicable rules and regulations.

Assists in the administration, direction, and supervision of Gas Department activities, operations, and personnel; assists in the development and implementation of department policies, procedures, and operations, planning, scheduling, and coordination of activities;

coordinates activities of the department with municipal programs and monitors short and long range goals and programs; and helps to assess needs.

  • Manages the functions of the natural gas distribution system in the absence of the supervisor.
  • Ensures that Gas Division documents and manuals are current and distributed to appropriate staff; ensures staff is appropriately trained.
  • Conducts annual plastic pipe joining qualification program for the Gas Division (trains appropriate staff on electrofusion, butt, socket, and sidewall fusion).
  • Ensures that the staff's preparation and completion of facility forms / reports / records are accurately and neatly performed.
  • Conducts periodic investigations into new or improved technologies, materials, equipment, and methods which would reduce costs and / or improve productivity, safety and quality.
  • Performs related work as required.

Requirements

EDUCATION

  • Graduation from an accredited college or university with a Bachelor's degree
  • Bachelor's degree in Engineering or a closely related field preferred

EXPERIENCE

  • Extensive progressively responsible operational and / or managerial experience, including in the natural gas utility industry.
  • Bachelor's degree may be substituted by an acceptable combination of education and experience in a comparable position of responsibility with a natural gas distribution utility.

NECESSARY SPECIAL QUALIFICATIONS

  • Must possess a valid driver's license with an acceptable driving record.
  • Must obtain a valid Florida driver's license prior to hire.
  • Must pass pre-employment and random drug testing as required and monitored by federal, state, and local authorities.

PREFFERED QUALIFICATIONS

  • Professional Engineer (PE)
  • NACE - Corrosion, Cathodic Protection, etc.
  • Registered Gas Distribution Professional (RGDP)
  • Gas Specialty Installer
  • Certified Welding Inspector (CWI)

5% Supplemental Pay :

Supervisory / Professional employees shall receive a five percent (5%) supplemental pay calculated on the employee's base rate of pay.

City-Paid Medical Benefits :

Group Health Insurance : The City pays for 100% of the cost for single coverage for full-time employees and 66.66% of cost for Dependent / Family Coverage.

Upon retirement and separation from City employment, employee receives a monthly stipend of $350 per month, applicable toward retiree health coverage.

Retirement :

  • Employee Contribution 8%
  • Vesting 10 Years
  • Average Final Compensation (AFC) 2.5% of pensionable earnings for each year of creditable service
  • Maximum Benefit 80% of AFC, not to exceed $80,000.
  • Normal Retirement Age 62 and ten (10) years of creditable service.
  • Early Retirement Age 57 and ten (10) years of creditable service, 3% annual reduction for each year prior to normal retirement age.
  • 13th check based on monthly retirement, payable if the pension plan funding status is equal to or greater than 100%. Paid in December each year following retirement.
  • Deferred Retirement Option Plan (DROP) 4 years / 48 months maximum.
  • DROP Interest Rate 4%, compounded annually.

Longevity :

Based on successful completion of full-time, continuous service with the City, employee shall receive the following :

Annual Leave :

Annual leave may be taken as earned. Maximum accumulation each fiscal year is 360 hours. At time of resignation or retirement, employee is paid for all annual leave accrued at their current rate of pay.

Annual leave is accrued based on continuous, full-time service with the City, as follows :

Completed Months of Service Total Hours / Days Accrued Annually

Up to and including first 60 months 128 hours / 16 Days

Greater than 60 months through 120 months 168 hours / 21 Days

Greater than 120 months through 204 months 208 hours / 26 Days

Greater than 204 months 248 hours / 31 Days

Annual Leave Cash Out :

Employee can opt to receive a non-pensionable cash payment twice per year for up to forty (40) hours of annual leave, provided accrued annual leave bank does not fall below eighty (80) hours.

Floating Holidays :

Upon completion of (26) weeks of full-time employment with the City, employee shall be entitled to utilize up to five (5) floating holidays per fiscal year.

Floating holidays shall not carry over to the next fiscal year.

Perfect Attendance :

For every six (6) months period (April 1 - September 30) and (October 1 - March 31) in which, no sick or unpaid leave is utilized, an employee shall receive ten (10) hours of annual leave credited.

Employees who qualify for a consecutive Perfect Attendance benefit shall receive (14) hours of annual leave credited for each consecutive earning period.

Sick Leave :

Each employee earns (96) hours (12 days) of sick leave annually with no waiting period for use and maximum accrual of 1,440 hours.

Upon separation of City employment due to resignation, employee shall receive payment of all accrued sick leave at a rate of twenty- five percent (25%) of the employee's current rate of pay at time of resignation.

Upon separation of employment due to retirement, employee shall receive payment of all accrued sick leave at a rate of fifty percent (50%) of the employee's current rate of pay at the time of retirement.

Sick Leave Conversion :

After completion of one (1) year of continuous, full-time employment with the City, an employee may convert their unused portion of their first six (6) days (maximum of forty- eight (48) hours) of accrued sick leave into annual leave.

Conversions are subject to the following : A minimum of 96 unused sick leave hours accrued prior to hours being converted, total eligible sick leave hours to be converted shall be reduced hour-for-hour by any sick leave hours utilized during the eligible benefit period, and conversion subject to annual leave accrual cap.

Bereavement Leave :

Qualifying City-paid Bereavement Leave as follows :

  • In State Up to 3 Days
  • Out of State Up to 5 Days

Tuition Reimbursement :

After (2) two years of continuous full-time employment :

  • 100% reimbursement for a grade of A or B
  • 50% reimbursement for a grade of C
  • $500 books / lab reimbursement per semester
