Job Description
The Office of Asylum Seeker Operations (OASO) is leading New York City’s response to, and service provision for, the influx of asylum seekers.
New York City’s response is unique throughout the nation and includes complex services for asylum seekers, including but not limited to legal supports, advocacy, shelter, education, workforce training, clothing and food donations, and collaboration with faith-based and community-based organizations.
OASO coordinates between agencies, makes sure that agencies have the resources they need, and manages the City’s advocacy to the state and federal governments.
OASO also leads strategic planning for the City’s response, including long-term planning and policy drafting.
The Office of Asylum Seeker Operations (OASO) is recruiting for one Executive Program Specialist M-IV to function as a Deputy Director for Emergency Operations, who will :
- Oversee OSAO continuity of operations (COOP) and emergency management planning task.
- Oversee facility risk assessments for emergency planning activities.
- Coordinate day-to-day emergency operations objectives and outcomes with internal and external stakeholders.
- Collaborate with the Data and Technology Unit to track and respond to incidents. Gather and analyze information to produce briefings or reports or to make timely and effective incident response systems.
- Respond to incidents in real time.
- Provide expert advice and guidance to senior leadership on emergency operations and other relevant issues.
- Build strong relationships with key stakeholders, stay up-to-date with industry trends and best practices, and provide actionable insights that support decision-making.
- Communicate with internal and external stakeholders to ensure that they are informed of policy decisions, project updates, and other relevant information.
- Develop effective communication strategies, leveraging various communication channels, and maintaining open lines of communication with stakeholders.
Minimum Qualifications
1. A baccalaureate degree from an accredited college or university and five years of progressively responsible experience, including two years at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or
2. Education and / or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.
Preferred Skills
- Minimum 8 years of experience in program coordination or City operations.
- Knowledge of emergency operations, building code, and / or housing policy.
- Experience in City government or with an organization which engages with City government required.
- Ability to work independently and manage multiple projects simultaneously.
- Demonstrated ability to lead large teams.
- Proven experience managing project work with minimal oversight and ability to self-start on directives.
- Prior experience managing government (any level) programs a plus.
- Strong analytical, organizational, oral, and written communication skills.
- Ability to communicate effectively with colleagues and partners in a cross-cultural, multi-disciplinary environment; excellent interpersonal, diplomatic and networking skills;
ability to manage a variety of internal and external relationships; to multi-task and prioritize tasks.
- Spanish language skills a plus.
- Ability to work flexible hours and occasional weekends.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
