Main Purpose of Job
The Office of Health Care Quality (OHCQ) is the agencywithin the Maryland Department of Health (MDH) charged with monitoring thequality of care in Maryland’s health care facilities and community-basedprograms.
OHCQ is an agent of the Centers for Medicare and Medicaid Services(CMS) and is the designated state survey agency in Maryland.
OHCQ issueslicenses, authorizes the operation of a business in Maryland, recommendscertification to CMS, authorizes participation in the Medicare and Medicaidprograms, conducts surveys to determine compliance with state and federalregulations, and provides technical assistance.
The main purpose of this position is to conduct licensure and certification activities in licensed and unlicensed health care facilities or community-based programs on behalf of MDH and / or the Centers for Medicare & Medicaid Services (CMS).
This position will perform these activities to determine if a facility or applicant is in compliance with state, federal, and local laws and environmental health regulations.
MINIMUM QUALIFICATIONS
Education : Determined by the Maryland Board of Environmental Health Specialists under the licensing requirements for Environmental Health Specialists.
Experience : Six months of experience performing inspections and investigations to ensure compliance with environmental health laws and regulations.
Notes :
1. Candidates may substitute a Master of Public Health or Master of Science degree from an accredited college or university for the required experience.
2. Candidates may substitute Armed Forces military service experience as a commissioned officer in Environmental Engineering classifications or Environmental Engineering specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
The Desired Candidate should have the following experience :
1. Experience conducting complaint investigations and developing written reports.
2. Experience determining an organization's compliance with Maryland regulations.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Candidates for positions in this classification must possess and maintain a current license as a Registered Environmental Health Specialist from the Maryland Board of Environmental Health Specialists.
2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
