PROGRAM OVERVIEW :
HIV clusters and outbreaks are signals that specific people and places are experiencing rapid HIV transmission, which occurs because affected communities are not being reached by existing services due to stigma, discrimination, racism, poverty, and other social and structural factors.
The HIV Centers for Cluster and Outbreak Response Enhancement (HIV C-CORE) Project Coordinator has the responsibility of coordinating activities across five strategies to enhance Philadelphia's response to clusters and outbreaks of HIV.
Those five strategies include : 1) strengthening internal health department engagement in designing responses, 2) designing and implementing an evaluation plan of multi-response outcomes and impact, 3) developing, implementing, and evaluating cluster detection and response innovations to inform implementation, 4) enhancing community engagement and communication in cluster detection and response, and 5) supporting cross-jurisdictional sharing and translation of cluster detection and response promising practices.
RESPONSIBILITIES :
- Manage and assist in ongoing revision of a project work plan to ensure program effectiveness and timely completion of activities.
- Coordinate monthly internal meetings to review new and existing cluster data and identify priorities for ongoing work and bi-monthly cross-divisional meetings to enhance a syndemics approach to activities.
- Collaborate with local, state, and federal partners to receive and provide technical assistance on outbreak response best practices.
- Document and disseminate findings on key activities related to C-CORE, including successes, challenges, and barriers to existing approaches to cluster and outbreak response.
- Implement novel approaches to cluster and outbreak response.
- Maintain routinized data sharing agreements between DHH and other divisions within PDPH.
- Facilitate the creation and distribution of quarterly outbreak reports.
- Attend and present at C-CORE and other national and local meetings.
- Organize quarterly community advisory board (CAB) meetings to review response activities.
- Manage CAB and key informant incentives.
- Coordinate and attend case review and community action team (CRT and CAT) meetings.

ROLE QUALIFICATIONS :
- Must meet one of the following :
- Bachelor's degree in public health or a related field from an accredited college or university and at least 4 years of experience in a public health program or organization serving populations impacted by HIV
- Master's degree in public health or related field from an accredited college or university and at least 3 years of experience in a public health program or organization serving populations impacted by HIV
- Preferred : One year of experience conducting grant management, implementation science, or quality improvement activities in a healthcare setting
