FUNCTIONS AND PURPOSE
The Senior Talent Acquisition Specialist is a Human Resources professional with experience in full-cycle recruiting (sourcing, attracting, selecting, screening, hiring, and onboarding).
The Senior Talent Acquisition Specialist will insure that the labor needs of NASSCO are met by collaborating with hiring managers and leveraging all available talent resources to source, match, and recruit highly skilled candidates to meet organizational needs.
Ultimately, you will create a strong talent pipeline for our company’s current and future hiring needs.
POSITION DEMANDS (Education / Training)
Typically has a BA / BS in a related field of study plus a minimum of six to eight (6-8) years directly related experience, or a high school diploma and ten to twelve (10-12) years directly related experience.
POSITION DEMANDS (Required Experience)
- Ability to communicate information clearly and effectively, listen, maintain confidentiality, speak professionally, prepare professional correspondence, and learn processes and procedures quickly.
- Thorough knowledge of full cycle recruiting to include sourcing, client management, and candidate management
- Experience and demonstrated knowledge of social media recruiting and background investigations.
- Experience working in the ship repair or aerospace & defense industry is preferred.
- Regular and predictable attendance as required to maintain regular office hours as well as attend offsite job fairs.
- Must display high integrity, ethical standards, and high emotional intelligence.
- Ability to work under pressure as required to meet or exceed established deadlines.
- Experience in selecting, negotiating, and collaborating with outside employment agencies.
- Independent self-starter demonstrating initiative with ability to resolve issues and research solutions with minimal supervision.
- Ability to learn, understand, and respond to internal customer needs.
- Proficiency in Microsoft Office, applicant tracking, and HCM systems. Knowledge of Peoplesoft and Success Factors a plus.
- Vast knowledge of federal and state employment and labor laws to include OFCCP regulations 41 CFR 60-1.12 and the Fair Credit Reporting Act (FCRA).
- Excellent interviewing and general communication skills across all levels. Behavior based interviewing skills a plus.
- Demonstrated ability to understand and effectively communicate / negotiate compensation while maintaining the integrity of the organization’s compensation program.
- Ability to maintain the highly confidential nature of human resources work.
- Excellent organizational skills, attention to detail, and ability to multi-task.
PHYSICAL DEMANDS
Work is generally performed in an office environment, however, this position requires the ability to transit all areas of NASSCO shipyards and other worksites, including piers, shops and industrial areas on a regular basis.
This position requires the ability to wear PPE, including, but not limited to hard hat, steel toed boots and safety glasses.
Specific vision abilities required include close vision, distance vision, peripheral vision, depth perception, and the ability to focus.
While performing the duties of the job, the employee is regularly required to sit, use hands to fingers, operate computer keyboard and controls, and maintain the ability to commute to other buildings in and outside the shipyard for meetings, presentations and training.
Occasional exposure to weather, rain, snow, extreme heat and cold temperatures, uneven, slippery surfaces, heights, confined spaces, industrial equipment, dust, fumes and moderate levels of noise.
WORKING RELATIONSHIPS
Reports to the Human Resources Manager. Exercises discretion when prioritizing recruitment activities. Interacts with all levels of employees and management and external candidates.
This position has no direct reports.
PRINCIPAL RESPONSIBILITIES
- Maintain recruitment strategy for attracting and selecting candidates. Coordinate recruitment, sourcing, hiring, and on-boarding activities.
- Act as the subject matter expert for talent acquisition for NASSCO East. Support all NASSCO East facilities as required to meet staffing needs.
- Attend / participate and represent the company at recruitment fairs and other job events and maintain social media activity for branding / recruiting purposes.
- Develop strategic relationships with local job networks to include the Virginia Ship Repair Association.
- Manage new hire process. Responsible for extending job offers, scheduling and conducting interviews, making travel arrangements, and overseeing employees throughout the new hire process.
- Facilitate and / or co-facilitate new employee orientation.
- Create / maintain internal / external job postings; update company website & coordinate advertisements.
- Maintain a comprehensive recruitment strategy to include forecasting future talent needs (based on work estimates, productivity, and retention) and building a talent pipeline to meet those needs.
- Act as the primary liaison between hiring managers, candidates, and agencies.
- Oversee internal transfer process. Responsible for extending job offers, and communicating change in status to employees.
- Create reports using PeopleSoft and recruiting data by querying and analyzing data, advanced level of recruiting system administration and system augmentation required.
- Participate in continuous improvement initiatives to improve safety, improve quality, reduce time, and reduce costs.
- Review and maintain performance benchmarks such as time-to-fill, candidate and manager satisfaction index, and candidate success rate.

Accountable for accurate and timely processing of recruitment and demands within corporate guidelines and applicable laws and regulations.
Responsible for effectively supporting Hiring Managers with the selection and hiring of highly qualified personnel while maintaining the corporate philosophy on diversity, equity, and inclusion as well as compensation.
