Compensation begins at $85,000, negotiable based on experience

Join us in the critical mission of reducing community gun violence as a Senior Program Manager within Allegheny County Department of Human Services’ Justice Collaborations team.

Lead transformative initiatives aimed at preventing gun violence, fostering community engagement, and implementing evidence-based strategies.

Drive impactful change while collaborating with diverse stakeholders, managing a team, and leveraging your expertise to create safer and stronger communities.

We are looking for someone with a strong equity and public health lens who will oversee and administer Allegheny County’s Community Violence Reduction Initiative (CVRI).

CVRI is a multi-year effort to implement public health intervention and prevention approaches to community violence, along with programmatic coordination and knowledge sharing, in several high priority communities in the county.

The Senior Program Manager will supervise program managers and other staff on the CVRI team and work directly with select CVRI program awardees to ensure coordination activities are effective and meaningful.

The Senior Program Manager will develop project plans using data and best practices research, convene implementation teams, monitor progress, engage the community, and keep stakeholders routinely informed.

Ultimately, the Senior Program Manager will work to ensure the CVRI’s success reducing gun violence and associated trauma in Allegheny County.

The Senior Program Manager, Community Violence Reduction Initiative (CVRI) reports to the Manager, Justice Collaborations.

In Allegheny County, the Justice Collaborations team is leading efforts to enhance community-led public safety, safely reduce arrests and incarceration, and improve community-based connections to care for individuals who have or might otherwise touch the criminal legal system.

The team collaborates with other DHS stakeholders, credible messengers, service providers, and criminal legal system partners to identify, plan, implement and evaluate promising new strategies as well as systems-change efforts.

Additional responsibilities will include :

CVRI Program Direction, Operations & Oversight

  • Oversee the progress and performance of CVRI-funded awardees.
  • Develop project management plans, monitor and address timeliness of milestones and project activities, and ensure adequate completion of deliverables.
  • Ensure program quality and fidelity for CVRI-funded programs.
  • Develop and implement quality improvement strategies with programs and support program adjustments, as needed.
  • Appropriately and efficiently communicate initiative progress to all relevant stakeholders, both in written (report) and oral (presentation) forms.
  • Assist the Program Manager(s) in day-to-day program activities and addressing barriers and challenges with awardees.
  • Coordinate with data analytics and other staff, internally and externally, to assess program outcomes and implement data-driven improvement strategies.
  • Ensure compliance with all federal and state funding sources, including reviewing routine program reports, and ensuring reports are submitted in a timely fashion.
  • Administratively oversee and monitor CVRI awardees for contractual compliance.
  • Research and write grant applications for government and foundation funding to support innovation and implementation efforts, in consultation with DHS planning and fiscal staff
  • Develop and oversee program budgets, ensuring proper allocation of resources and financial accountability, in consultation with DHS planning and fiscal staff

Team & Internal Management

  • Lead and provide direct supervision to a team of multi-disciplinary community violence prevention professionals, including hiring as needed.
  • Facilitate project team, workgroup, or similar meetings, including action-oriented agenda planning and collaborative decision-making.
  • Coordinate routine program step backs and any necessary cross training with staff.
  • Assist with succession planning for key positions.
  • Develop and implements processes, procedures, and best practices that promote consistent expectations for performance among staff.
  • Routinely assess staff member performance in accordance with departmental standards.
  • Identify, research, and elevate recommended systems and / or structural change needs and other priorities to leadership.
  • Identify coordination and information sharing opportunities between CVRI and broader Justice Collaborations team, and collaborate with Manager, Justice Collaborations to ensure broader Justice Collaborations and DHS stakeholders are engaged effectively in CVRI and vise versa

Communications & External Partnerships

  • Participate in various community meetings and presentations about the CVRI.
  • Develop and maintain relationships with a broad range of community stakeholders, including community organizations, local government agencies, law enforcement, schools, healthcare providers, and other stakeholders.
  • Facilitate ongoing data and information sharing between CVRI intervention and prevention programs and City of Pittsburgh staff and stakeholders.
  • Develop thought leadership around specific topics / emerging practice in violence prevention areas.

Knowledge, Skills & Abilities :

  • Strong project management skills.
  • Initiative to take a high level of ownership and deliver quality work products within required time frames, using a very collaborative approach.
  • Proven problem-solving skills with an ability to anticipate problems and develop solutions on deadline.
  • Sensitive to cultural diversity and committed to racial equity
  • Ability to build trust with and between stakeholders and mediate conflict
  • Excellent organization skills with strong attention to detail, ability to work independently, and capacity to handle multiple tasks simultaneously.
  • Outstanding written and oral communication skills, including confidence, tact, and nuance in working with a variety of stakeholders including both senior political, community, and law enforcement stakeholders as well as community members and frontline credible messengers.
  • Proven ability to think strategically and develop effective, concise action plans.
  • Experience with Microsoft Office programs, including Word, PowerPoint, and Outlook; proficiency in Microsoft Excel is preferred.
  • Direct experience working with senior and mid-level leaders in government, private sector, community-based agencies, social services, and academia.
  • Strong knowledge of evidence-based or informed community violence intervention and prevention strategies and best practices.
  • Ability to interpret data, assess program outcomes, and use findings for program improvement.
  • Grant writing experience.
  • Knowledge of local community dynamics, social determinants of health and violence, and trauma-informed care.

Education / Experience Requirements :

  • At least five years of demonstrated experience in program development, implementation, and management, preferably in violence prevention or community-based interventions, including experience managing a team.
  • Bachelor's or master’s degree in social work, public health, criminal justice, or a related field (relevant experience may substitute for education
  • Any equivalent combination of education and experience which meets the required knowledge, skills, and abilities.

A valid driver’s license and access to a reliable vehicle are required. DHS honors a wide range of professional and academic experiences as valid pathways to employment in local government.
