Job Summary The Office of the President is seeking a Vice President for Finance and Administration and Chief Financial Officer.

This is a full-time (1.00 FTE), 12-month, professional faculty position.

The Vice President for Finance and Administration and Chief Financial Officer (VPFA) is a visionary, strategic, innovative, and collaborative leader who serves Oregon State University and upholds the mission of the land grant institution.

The Division of Finance and Administration (DFA) at OSU is dedicated to exceptional stewardship and enhancement of the University’s financial and physical assets.

With over 600 employees across 10 distinct units, DFA leaders collaborate closely with partners across the University to align OSU’s resources, infrastructure, and services with its teaching, research, and engagement mission.

The VPFA will hold a pivotal role in ensuring the effective planning and allocation of financial resources to support OSU’s ambitious initiatives and strategic goals, including Prosperity Widely Shared : The Oregon State Plan, the Jen-Hsun Huang and Lori Mills Huang Collaborative Innovation Complex, the Administrative Modernization Program, and OSU Foundation’s launch of Believe it : The Campaign for Oregon State University.

  • Lead and oversee the Division of Finance and Administration, which includes Budget & Resource Planning, Controller’s Unit, Enterprise Project Portfolio Management, Environmental Health & Safety, DFA Information Technology, Insurance & Risk Management Services, Procurement, Contracts & Materials Management, Public Safety, University Facilities, Infrastructure & Operations.
  • Provide leadership, oversight, and stewardship for all aspects of the University’s financial resources, ensuring institutional health and integrity in fiscal and operational matters.
  • Serve as a strategic advisor to the President and Provost and Executive Vice President (Provost) by providing recommendations on financial and administrative objectives, policies, programs, and practices to ensure a sound financial structure and physical environment for the University.
  • Work with the President and the Provost, maintaining primary responsibility for the operating and capital budget planning and development of a sustainable economic model for the University’s long-term viability.
  • Function as the leader responsible for the management of financial matters, risk management, and compliance with audit, legal, donor requirements, IRS, federal, and state regulations, as well as financial aid regulations.
  • Control the flow of cash through the organization and maintains the integrity of funds.
  • Work with the OSU Foundation and Alumni Association to ensure the integrity of interactions and provide institutional support for adherence to fiduciary boundaries and constraints.
  • Collaborate closely with University Human Resources, Intercollegiate Athletics, University Housing and Dining Services, Alumni Relations, and the OSU Foundation.
  • Work to ensure finance and administrative services are well coordinated across the full university, including between the Corvallis campus and OSU-Cascades.

15% Inter-Institutional Advocacy

  • Advocate for the university, and all higher education institutions in Oregon, with the state legislature, Oregon Council of Presidents (OCOP), and the Higher Education Coordinating Commission (HECC).
  • Represent the University on financial and capital matters to the OSU Board of Trustees and serves as an ex-officio member and staff to the Finance and Administration Committee of the Board (FAC) and in this capacity, contribute to discussions and decisions regarding tuition setting and the financial health of the University, including long-range operating and capital plans, resource allocation among Oregon higher education institutions, and approval of capital projects.
  • Represent OSU’s interests to the Oregon Council of Presidents (OCOP), Higher Education Coordinating Commission, the Oregon Department of Administrative services, the Legislative Fiscal Office, and the state legislature, relating to the allocation of State of Oregon operating and capital funding, as well as legislative actions.

  • Champion the implementation of the university’s strategic plans and other key initiatives.
  • Support the growth of the university’s academic and research enterprise.
  • Promote a climate of inclusion and equity and model leadership in alignment with the DFA Diversity Equity Inclusion & Belonging Action Plan.
  • Serve as a member of the President’s University Cabinet, which advises the President, and the Oregon Public University Vice Presidents Council, advising the seven public university presidents on state-level fiscal matters.
  • In support of and in collaboration with the Provost, actively participate in university budget policy decisions while promoting fiscal accountability.
  • Along with the provost and others, serve in critical liaison and oversight roles related to the operation of INTO Oregon State University, Inc.

INTO OSU), a partnership that works to increase the number of international students at OSU.

What You Will Need

  • Bachelor’s degree in accounting, finance, or a related field.
  • 10 years of increasingly responsible fiscal management and leadership roles in a large scale complex organizational structure, ideally within higher education.
  • Demonstrated budget and financial planning skills within a complex environment.
  • Demonstrated ability to develop financial strategies aligned with academic and strategic priorities.
  • Demonstrated commitment to public education
  • Exceptional management, interpersonal, and communication skills, which include managing change effectively, handling complex financial and administrative operations, and inspiring internal and external stakeholders through outstanding oral and written communication.
  • Demonstrated administrative expertise in strategic planning, budget management, policy formation, and facilities and infrastructure development.
  • Demonstrated experience handling large-scale operations, including real estate and personnel management, and be capable of using critical thinking to creatively address funding challenges.
  • Demonstrated ability to lead with a collaborative, results-oriented, and evidence-based leadership approach, with the ability to make tough decisions, resolve conflicts, and uphold high ethical standards.
  • Demonstrated commitment to diversity, equity, inclusion, faculty engagement, shared governance, and the ability to build effective partnerships with various University and external stakeholders.
  • Demonstrated engagement in innovative problem-solving and ability to leverage limited resources for impactful results.
  • Demonstrated ability to foster a responsive and community-focused organizational culture and a proven track record of promoting diversity and building community connections within and outside the University (or other applicable organizations).

This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard : 05-010 et seq.

Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.

Final candidates for this position must complete a sexual misconduct reference check, per University Policy 05-010. An offer of employment will be contingent upon satisfactory results from the sexual misconduct reference check.

What We Would Like You to Have

  • 10-15 years of progressive fiscal and leadership responsibilities in higher education.
  • Prior leadership experience in the finance and administrative dimensions of the VPFA role in higher education, or experience running a business that provides goods or services.
  • Experience handling large-scale university operations, including real estate and personnel management, and capacity to creatively address funding challenges.
  • An advanced degree such as an MBA and / or CPA equivalent.

Working Conditions / Work Schedule Typical office hours on the main campus located in Corvallis, Oregon. Senior leaders work outside of regular office hours as required and travel on behalf of the university.
