Summary
Under general supervision, independently, inspects construction of public works projects to ensure compliance with plans, specifications, contract terms, and applicable codes and standards.
Essential Duties and Responsibilities
- Reviews the contractor’s submittals of project schedule, SWPPP, haul routes, permits, notices, etc.
- Tracks quantities of completed work for payment. Tracks "force account" (time and materials) work.
- Monitors for compliance with the applicable environmental regulations and contract requirements, such as SWPPP. Follows City Best Management Practices (BMPs).
- Monitors for compliance with the applicable labor laws and contract requirements, such as prevailing wage requirements.
- Maintains a filing system for organizing and tracking all project documentation, including correspondence, submittals, progress payments, material testing, daily reports, pictures, and video.
Uses the filing system conforming to the City.
- Participates in public meetings and answers questions from the public about the project.
- Promotes effective lines of communication between City staff, utility companies, stakeholders, and other governing agencies.
Maintains files of written communications, including letters, telephone conversation records, etc.
- Inspects work to ensure compliance with the contract documents and applicable codes.
- Rejects unacceptable work in writing, using a Deficiency Log.
- Becomes familiar with the plans, specifications, shop drawings, change orders, and requests for information.
- During pre-construction phase, document the existing site conditions with photographs and / or video.
- Documents contractor's progress and any problems with photographs and / or videos during inspection phase.
- Monitors testing of materials for compliance with contract documents. Receives / files required Certificates of Compliance and truck tickets, as needed.
- Ensures that the contractor complies with the noise level, dust mitigation, and hour requirements of the contract. Documents working hours and noise levels.
- Inspects the contractor's traffic control systems and verifies that they are in compliance with the contract documents and WATCH Manual or Caltrans Traffic Control Manual.
Reviews detours and any other activity related to public health and safety, documenting the status in daily reports and pictures.
Conducts a final inspection / walk through including City staff. Issues a preliminary and a final punch list, with a schedule for punch list completion.
Performs final sign off of required permits.
- Assist the City in filing the Notice of Completion.
- Reviews As-Built drawings for completeness.
- Provides assistance in resolving any outstanding disputes upon project completion, including providing claims briefs and negotiation and litigation / arbitration support to the Construction Manager and City.
- Delivers all project files and photographs upon project completion.
Education / Experience
- Associate's degree (A. A.) or equivalent from two-year college or technical school .
- At least five years of experience in public works infrastructure inspection.
- Experience with broadband construction methods preferred.
- Must possess a valid California State Driver’s License.
Compensation
$95,000.00 - $150,000.00
The expected compensation range for this position is displayed in accordance with the Colorado Equal Pay for Equal Work Act and California’s SB 1162.
The final agreed-upon compensation is based on a number of factors, including but not limited to : individual education, qualifications, skills, prior work experience, competencies, and geographic work location.
The total annual compensation package may consist of a base salary and eligibility to participate, after a qualifying period, in our performance and discretionary incentive bonus program(s).
