DEFINITION :

Plans, develops, evaluates, and modifies the nursing component of a health program and coordinates it with the overall nursing service of Community Health Services.

CLASSIFICATION STANDARDS :

Positions allocable to this class are characterized chiefly by their role as key nursing representatives with administrative and / or consultative responsibility in a public health program of a bureau or division of Community Health Services.

Positions in this class are fully responsible, under the program direction of the Program Director and the professional nursing direction of an Assistant Director, Public Health Nursing, for all elements of the nursing component of a program including its planning development, evaluations and modification.

Program Specialists, PHN provide technical and administrative guidance to assistant program specialists and other personnel who may be assigned to a program.

Program Specialists, PHN, perform administrative, educational and consultative functions to meet their responsibility. They carry out the administrative function by (1) planning and developing the nursing component of a program in accordance with the program's goals and objectives, (2) drafting program nursing standards and nursing personnel duty statements, (3) preparing budget requests for the nursing component of a program, and (4) drafting policies and procedures which conform to legal requirements and Bureau of Public Health Nursing standards.

The administrative function also involves coordinating and implementing the nursing component of a program within the Community Health Services organization and with other community agencies and organizations.

It further involves monitoring the nursing component of a program to determine if the service conforms with the standards and objectives of the total program.

Based upon these observations, makes recommendations which involve changes in staffing, procedures, scheduling, and, in some instances, the development of new training programs.

Positions in this class carry out their educational function by identifying the training needs of nursing personnel involved in program activities, by establishing training priorities, and, in collaboration with the Nursing Education Director, by planning, conducting and evaluating in-service training programs.

Positions in this class carry out their consultative function by providing technical nursing advice concerning the nursing component of a program to request districts, agencies, organizations, or hospitals, as well as to private physical or individuals.

A Program Specialist, PHN must have an in-depth knowledge and understanding of the overall program of which the nursing component is a part.

Positions must also be fully knowledgeable concerning the policies of the Bureau of Public Health Nursing and their interpretation by nursing management, the legal scope of nursing practice, and current standards of nursing practice.

These positions require the ability to apply expertise in a variety of problem situations such as staff shortages, matching capacities of district facilities to needs of clientele, and in working with a variety of disciplines involved in a program.

  • Develops and plans for the implementation of the nursing component of a public health program.
  • Determines the nursing policies and procedures of the nursing component of an assigned program based upon program goals and in accordance with Bureau of Public Health Nursing policies and accepted nursing practice.
  • Makes evaluations of the nursing service of now and ongoing programs with respect to program objectives, policies and procedures.
  • Participates in administrative meetings and on committees concerned with the development of policies, and the establishment of guidelines and procedures for the coordination and standardization of practices in Community Health Services.
  • Provides information and interpretation of legal requirements and other guidelines, and assists in the coordination of activities directed toward control of emergencies such as the outbreak of acute communicable disease in a health district, hospital, nursing home, or other health facility, seeking voluntary compliance with legal requirements and recommending enforcement measures where indicated.
  • In conjunction with the Program Director, the Assistant Director, Public Health Nursing for Programs, the Nursing Education Director, community health center nursing directors, community organizations, and other agencies, plans, conducts and evaluates in-service training concerning the nursing component of the program.
  • Promotes joint planning, and participates with professional and community organizations, and with various agencies and institutions to assist in developing their educational programs.
  • Assists a Program Director and an Assistant Director, Public Health Nursing in the preparation and justification of a program's annual budget requirements for personnel, equipment, supplies, and in-service training.
  • Determines the personnel, equipment, and other operating costs to meet the objectives of new, specially funded programs.
  • Makes assignments to nursing and other health personnel, evaluates and counsels them, and provides for their in-service training, as needed.

MINIMUM REQUIREMENTS :

Two years' public health nursing experience, assisting in nursing program planning* and consultation or in the supervision or instruction of nurses.

LICENSE(S) AND CERTIFICATE(S) REQUIRED :

1. A current active license to practice as a Registered Nurse issued by the California Board of Registered Nursing and a California State Public Health Certificate.

  • The required license and / or certificate must be active and unrestricted or your application will not be accepted.

2. A current certification in accordance with the American Heart Association's Basic Life Support (BLS) for Healthcare Providers (CPR & AED) program.

Department of Public Health requires all licensed clinical professionals, including all Registered Nurses, regardless of their position, to have a BLS / CPR AED certificate because they are all first responders.

3. Valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS :

This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting.

Considerable ambulation may be involved.

SPECIAL REQUIREMENT INFORMATION :

Nursing program planning includes all elements of the nursing component of a program including its planning development, evaluations and modification.

Consultation is defined as an expert in a specialized field, expressing views, providing opinions, and recommending courses of action to be taken on problems presented by others for resolution.

Supervision is defined as providing direct administrative and technical supervision to include planning, assigning, and reviewing work of staff, evaluating employee performance, approving leaves of absence, counseling, and recommending discipline.

DESIRABLE QUALIFICATION :

Additional points will be awarded for additional experience beyond the Minimum Requirements.

EXAMINATION CONTENT :

Once we have determined that you meet the experience and license requirements described above, our examination process will consist of an evaluation of experience based on application information, desirable qualifications, and supplemental questionnaire at the time of filing weighted 100%.

Applicants must meet the Requirements and must achieve a passing score of 70% or higher on the examination in order to be added on the Eligible Register.

Passing this examination and being added on the Eligible Register does not guarantee an offer of employment.

ELIGIBILITY INFORMATION :

The names of candidates receiving a passing score in the examination will be added to the

Eligible Register in the order of their score group for a period of twelve (12) months following the date of eligibility.

NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS .
