General Statement

Under general supervision, performs technical human resources work in position classification, compensation, benefits administration, recruitment, employment, employee development, and employee and labor relations that align the workforce with the District’s mission.

Essential Job Functions

  • Gathers and evaluates wage and salary data; assists in the interpretation of salary surveys; processes compensation related changes such as merit increases, acting pay and supervisory differentials.
  • Assists in the administration of employee benefit programs and advises employees as needed; conducts open enrollment meetings.
  • Conducts organizational studies; reviews Position Content Questionnaires and develops class specifications; develops interpretations of qualifications.
  • Assists in the administration of District leave of absence policies, the Drug and Alcohol Policy and other policies and administrative procedures;

counsels supervisors and employees regarding District policies and procedures.

Conducts job analyses and prepares examination plans; constructs or assists in the construction of written, oral, performance and other tests;

administers civil service examinations; reviews and evaluates applications for civil service examinations and provisional appointments.

Assists in the negotiation and administration of collective bargaining agreements; manages the employee transfer process;

reconciles and processes union dues.

  • Conducts or participates in investigations and pre-disciplinary hearings and makes recommendations for disciplinary action.
  • Assists in the planning and preparation for training courses and the development of training materials; conducts training classes.
  • Assists in the administration of the performance management program.
  • Conducts new employee orientation sessions.
  • Utilizes and maintains the HRIS system.

Other Job Functions

  • Provides work direction to administrative support staff.
  • Participates in development of the annual department budget.
  • Coordinates projects with consultants and vendors as required.
  • Performs other duties as assigned.

Environmental Conditions

Work is performed in a typical office environment and requires the use of standard office equipment including computers.

Desirable Knowledge, Skills and Abilities

  • Knowledge of the principles, practices and procedures of human resources administration.
  • Knowledge of statistical methods related to public human resources administration.
  • Knowledge of the content and characteristics of a large variety of occupations relating to the District.
  • Some knowledge of the principles, practices and procedures of the human resources specialty of assignment.
  • Interpersonal skills
  • Ability to use computer applications for word processing, spreadsheets, basic database management, electronic mail and other functions.
  • Ability to communicate effectively, orally and in writing.

Minimum Qualification Requirements

Graduation from a four-year accredited college or university majoring in areas related to human resources.

Substitution

Technical human resources experience may be substituted for the required education on a year-for-year basis.

Promotional Requirement

  • Possession of a bachelor’s degree in areas related to human resources.
  • One year of service with the District as a Senior Administrative Specialist, Human Resources Assistant, Secretary, Administrative Assistant, Legal Assistant or Investigator;

or two years of such service as an Administrative Specialist.

  • Civil service status in one of the foregoing classes.
