Senior Procurement Agent / Buyer

JOB DESCRIPTION SUMMARY

The Senior Procurement Agent / Buyer at Florida Polytechnic University plays a crucial role in facilitating and developing contracts and procurement processes.

As a liaison between departments and vendors, this position, at a minimum, is responsible for the management of University Procurement Card, requisitions, purchase orders, vendor contracts, surplus, ensuring compliance with university policies, Board of Governors regulations, and applicable Federal, Government and State of Florida statutes.

The role encompasses a wide range of responsibilities from the negotiation of contracts to the management of the Purchasing Card program and surplus, aimed at optimizing procurement activities and enhancing the procurement department's efficiency.

JOB DESCRIPTION

RESPONSIBILITIES :

Administer and assist with formal bid processes, including specification documentation, legal advertisement processing, and bid management.

Engage in contract administration and negotiation as required.

Handle contract and renewal management processes.

Process and issue purchase requisitions, purchase orders, and change orders.

Ensure outstanding customer service through close collaboration with relevant departments for procurement needs.

Manage supplier performance to ensure high service levels.

Identify new suppliers through consortium and state contract research.

Analyze data for cost-saving opportunities and resolve procurement-related issues.

Conduct departmental audits and training for the Purchasing Card program.

Serve as a backup for various procurement department roles.

Collect and organize report development information.

Participate in vendor business reviews and manage contract implementations.

Oversee surplus management as directed.

Perform additional duties as assigned, including emergency response roles.

Provide materials and facilitate trainings regarding the Procurement Department.

Collects and organizes information for the development of reports.

Serve as a back up to Central Receiving Manager.

Oversee Central Receiving and Surplus Department.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs) :

Proficient in issuing both formal and informal solicitations.

Detail-oriented with the ability to manage complex negotiations and contracts.

Familiarity with Enterprise Resource Planning (ERP) systems, particularly Workday.

Comprehensive understanding of Florida State Statutes and Regulations related to procurement.

Exceptional organizational and time management skills, capable of managing multiple priorities.

Strong interpersonal skills with the ability to handle sensitive situations tactfully.

Excellent communication skills, both verbal and written.

Proficient in a variety of computer applications (word processing, spreadsheets, databases).

Ability to maintain confidentiality and implement policy and procedural changes effectively.

Ability to negotiate terms of a contract.

Must maintain a high degree of confidentiality.

MINIMUM QUALIFICATIONS :

Bachelor's degree from an accredited institution of higher education.

Experience in procurement, including the development of contracts, negotiations, and vendor management.

At least three (3) years of experience in procurement or purchasing within a complex organization.

Demonstrated ability to work effectively as part of a team and independently.

Proven track record of adhering to policies and regulations within a complex organizational structure.

Educational background and experience sufficient to demonstrate the KSAs listed above.

In lieu of a degree, any appropriate combination of relevant education, experience, and / or certifications may be considered.

Must possess a valid driver’s license.

This position requires a criminal background check, which may include a Level II screening as required by Florida Statute 435.04.

This position is subject to federal and state privacy regulations.

NORMAL WORK SCHEDULE : This position is salary exempt. The normal work schedule is Monday Friday, 8 : 00 a.m.-5 : 00 p.m.

however, occasional overtime (weekends and evenings) may be required. Travel between campuses may be required.

TARGET HIRING SALARY : $60,000 $65,000
