TERMS OF EMPLOYMENT

Length of position : 12 months per year

Hours : 8 : 00 AM to 5 : 00 PM

GENERAL DESCRIPTION

Provides support to the payroll and time and leave functions of the Human Resources department, ensures the timely and accurate processing of payroll and time and leave records by compiling, organizing, and entering data in the system.

ESSENTIAL FUNCTIONS

  • Review and analyze payroll data and reports for accuracy, and resolve discrepancies to ensure accurate posting to payroll records
  • Assist in the processing of payroll changes to include but not limited to calculation of special payments and overtime payments, tax withholding, other various deductions, direct deposit, address changes, salary changes, terminations, payment cancellations, etc.
  • Assist with preparation of substitute payroll calculation and data entry.
  • Process paperwork for new employees and enter employee information into the payroll system.
  • Calculate pay adjustments and key data into payroll system
  • Prepare, process, and track wage garnishments and child support orders
  • Compile reports as required by management and government agencies
  • Oversee employee exemption certificates, direct deposit and other deductions to update payroll records
  • Prepare and process electronic transmission of payroll data such as pension, retirement, insurance and credit union payments
  • Perform payroll audits to update employee data in the system
  • Maintain filing system for payroll and related records
  • Prepare and direct processing of deductions
  • Assist in the coordination and interaction with federal, state and other agencies on issues pertaining to employee compensation or mandatory deductions
  • Perform duties of Payroll Officer in Payroll Officer’s absence
  • Perform related duties as to specific assignments
  • Provide service to customers by answering questions, providing information, making referrals, and assuring appropriate follow-through and / or resolution
  • Communicate with managers, supervisors, co-workers, citizens, and others, maintains confidentiality
  • Assists in special projects at the direction of the Payroll Officer and Human Resources Director
  • Other duties as assigned

REQUIRED QUALIFICATIONS

Payroll Assistant

  • High School Diploma or equivalent
  • Experience or education in basic accounting
  • Sign Language : The applicant does not need to have sign language skills at hire but will be required to participate in sign language classes offered at TSD until reaching a level of INTERMEDIATE as evaluated on the Sign Language Proficency Interview

Payroll Specialist I-IV

  • BA with major coursework in accounting or 4 years’ experience in payroll processing
  • Additional years of experience required for Payroll Specialist II-IV levels
  • Sign Language : The applicant does not need to have sign language skills at hire but will be required to participate in sign language classes offered at TSD until reaching a level of INTERMEDIATE as evaluated on the Sign Language Proficency Interview

DESIRABLE QUALIFICATIONS

  • Experience working in CAPPS or other payroll related program
  • Payroll experience
  • Intermediate or above sign skill

KNOWLEDGE, SKILLS AND ABILITIES / ATTRIBUTES

  • Ability to listen, communicate (written and verbal), excellent grammar, spelling and proof-reading skills, and follow up effectively with all staffing levels.
  • Ability to communicate information and ideas in speaking and writing so others will understand.
  • The ability to choose the right mathematical methods or formulas to solve a problem.
  • Excellent client service skills.
  • Ability to work in team-oriented environment.
  • Ability to work independently in a time sensitive environment.
  • Ability to maintain confidentiality.
  • Ability to prioritize and organize workload, multi-task, adapts quickly to change, and deliver under the pressure of deadlines.
  • Ability to develop and maintain cooperative working relationships with the Payroll, Benefits, and Human Resources Department, as well as clients and vendors.
  • Excellent time management skills and must be detail oriented.
