The HIV / AIDS Services Administration (HASA) is the most comprehensive program of its kind in the country, helping New Yorkers living with HIV or AIDS live healthier and more independent lives.

We assist with an individualized service plan that targets the support and necessary benefits that are specific to a client’s medical situation that will enhance his or her well-being.

HASA provides intensive case management, rental assistance, emergency and non-emergency housing, and assistance with applying for public benefits and services including Medicaid, food stamps and cash assistance.

HASA also provides vocational services that prepare clients for work. With counselors to help identify barriers to employment, clients can select vocational goals and receive support.

Other HASA’s services includes home care and homemaking services, mental health and substance abuse screening and treatment referrals, transportation assistance, referrals to community-based organizations, and SSI or SSD application and appeal.

HASA’s Housing and Support Services unit provides emergency and permanent supportive housing services, including transportation services, to HASA clients.

HASA is the only program in HRA that manages a portfolio of emergency housing programs that specifically serves HIV positive clients.

Under the direction of the Director of Housing, with latitude for independent judgment and decision-making, the Assistant Director, Emergency Housing is responsible for day-to-day oversight of the SRO Inspection Unit.

The HASA Emergency Placement Program is based on a network of SRO housing units that includes hotel landlords, community-based organizations and vendors that provide social services in addition to housing.

Emergency housing services includes two models : commercial SRO’s (housing only services), and transitional SRO (TSRO) (housing and supportive services).

TSRO vendors are responsible for assisting clients secure permanent housing and

obtain e applications which provides access to permanent supportive housing for clients with a substance use diagnosis (SUD) and / or a serious mental illness (SMI).

HASA also contracts with a third-party vendor, Housing Solutions of New York (HSNY) that is responsible for providing emergency housing management services of SRO housing vendors to ensure a sufficient number of available housing units that are medically appropriate and meet housing quality standards for HASA eligible clients.

The Assistant Director, Emergency Housing serves as point person for HSNY and is responsible for monitoring HSNY’s management and oversight of its SRO housing portfolio and provision of light touch services to HASA clients in compliance with its HRA contract.

The HIV / AIDS Services Administration (HASA) is recruiting one Administrative Staff Analyst NM I to function as the Assistance Director of Emergency Housing who will :

  • Ensure SROs directly administered by HRA and under the HSNY master contract meet housing quality standards and all outstanding deficiencies and violations are resolved in a timely manner.
  • Monitor the status of inspection updates and ensure documentation is maintained and follow up visits are completed on time.

Formulate recommendations for corrective action with input from SRO inspectors based on inspection findings.

  • Facilitate meetings with HSNY to review vendor performance, inspections, and other program areas. - At minimum, conduct bi-weekly quality assurance review of HASA Web to ensure the accuracy and validity of inspection data.
  • Track units ready for occupancy and in-transition and follow up with vendors and collaborate with other program areas. -
  • Participate in inspections throughout the five boroughs of existing and potentially new facilities and formulate recommendations to the Director of Housing.
  • Keenly monitor weekly census data for transitional SRO’s and follow-up with vendors below 95% occupancy Monitor the number of e applications completed by TSRO vendors;

meet with vendors to review contract expectations, and formulate recommendations for corrective action, as necessary.

  • Initiate and participate in special projects that ensure the timeliness of reporting, quality of SROs and attainment of e’s to move clients into permanent supportive housing.
  • Serve as back-up for distribution of incident reports to DSS & HASA senior leadership.

Minimum Qualifications

  • 1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following : working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research;
  • in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning / administration, labor market research, economic planning, social services program planning / evaluation, or fiscal management;

or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity.

Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

  • Strong interpersonal skills. - Self-starter and ability to exercise tact and discipline. - Project management skills. - Highly skilled using, creating, and analyzing spreadsheets using Microsoft Excel.
  • Experience with Microsoft PowerPoint and Word. - Familiarity with Housing Preservation & Development (HPD) and NYC Department of Building (DOB) websites.
