POSITION OVERVIEW :

The Information Technology Division (ITD) provides an extensive range of information technology services, support, and management to the agency.

ITD has ownership of a variety of key activities including the USNCB Helpdesk, Network Architecture and Engineering, eDiscovery, IT Security, and Application Development to support the USNCB's operational needs.

ITD seeks to modernize operations to optimize productivity, unite divisional services, and enhance the overall customer experience by implementing an innovative, scalable, single Enterprise Digital Workflow Automation platform.

USNCB seeks to procure services for the implementation of a managed ServiceNow IT Service Management (ITSM) solution hosted in a Government Community Cloud (Rated Impact Level High) environment.

The new solution will enable the USNCB to transform the impact, speed, and delivery of IT services and support while increasing productivity and providing a positive customer experience.

Responsibilities

RESPONSIBILITIES :

Capture business and user requirements as stories; works with the Platform

Developers / System Administrators to ensure stories are understood, developed, tested, and

delivered to specification.

Meet with the Program Manager, process owners and stakeholders as needed for business

process reviews to understand and agree to the current USNCB priorities, requirements / user

stories for implementation of ServiceNow.

Conduct workshops with the client / program manager, process owners and stakeholders to

identify and document requirements, develop user stories, identify, and address any gaps

between requirements and best practices.

Perform gap analysis between the out of the box (OOTB) features and functions of

ServiceNow versus the provided business processes and requirements.

Effective verbal and written communication skills. Should be able to adapt

communication style to suit different audiences / requirements.

Effective facilitation skills. Should be able to facilitate group discussions.

Attention to detail. Should be able to develop accurate written materials.

  • Action orientated. Should be able to follow up on feedback to ensure positive outcomes.
  • Workshop - Collaborate with the team to develop the best solution documenting the

workflows (e.g., flowcharts) and access controls for signoff.

Workshop and Sprints - Facilitate, develop, and refine User Stories to completion to

ensure high-quality Acceptance Criteria for each Story.

Qualifications

REQUIRED SKILLS / EXPERIENCE :

BS / BA in Computer Science, Information Systems, Engineering, Business, Political

Science, or other technology related discipline, desired

  • 5+ years of Business Analysis experience
  • JIRA / Scrum Master experience / knowledge

CLEARANCE REQUIREMENTS : Active DoD Secret (minimum); can cage higher level DoD clearances

WORK ENVIRONMENT AND PHYSICAL DEMANDS : Candidate must be able to function in general office environment.
