Job Summary :

The Technical Program Manager will lead a Cyber Training development vertical supporting the Persistent Cyber Training Environment, the DoD’s preeminent cyber training and operations platforms.

The candidate will work closely with customers and senior management to define requirement scope, schedules, estimates, and execution plans.

The candidate will manage a team of highly technical software developers, cybersecurity engineers, DevSecOps engineers, and other IT professionals to design and implement cybersecurity training applications, cyber ranges, and other related capabilities in support of the DoD enterprise cyber mission.

The technical manager will provide overarching leadership and direction of all program activities and staff personnel. The technical program manager is expected to have a software engineering background and will work closely with technical staff and customers to define and refine solutions, technical approaches, tradeoffs, and risks.

Position location is Orlando, FL and full-time on-site .

Essential Job Functions :

  • The technical manager is responsible for the overall vertical, to include :
  • Team management, to include hiring, performance management, overarching supervision, and staff planning.
  • Ability to work with customers and technical staff to define requirements, create solutions that meet cost and schedule constraints, and oversee the execution of work.
  • Assigning tasks and responsibilities to team, tracking status and ensuring tasks are completed on schedule and within budget.
  • Developing and executing project and program schedules.
  • Authoring technical and management proposals, including development of Level of Effort (LOE) / Bais of Estimate (BOE) documentation to support manpower resourcing and contract pricing.
  • Developing Rough Order of Magnitude (ROM) estimates to support internal and external technical planning.
  • Acting as the primary point of contact for all customer reporting, issues or concerns.
  • Performing horizontal integration planning and execution activities across verticals.
  • Ensuring technical solutions and schedules are implemented effectively and efficiently throughout the program.
  • Overseeing the development, testing, documentation, and support of complex cyber and IT training capabilities and systems.
  • Ensuring the highest quality of task completion, meeting contractual performance criteria and deliverables in accordance with the contract.
  • Responsible for developing long-term and strategic objectives to help ensure that end user requirements will be satisfied in future years of the contract.

Required Skills :

  • Experience with planning, estimating, organizing, staffing and executing projects at scale, including multiple, distributed teams.
  • Experience running technical programs for the DoD using Agile methodologies.
  • Experience operating within an organized Agile development structure such as SAFe Agile, Value Stream based team structures, Scrum of Scrums, etc.
  • Experience developing technical solutions that address critical customer needs.
  • Experience staffing and managing teams that include both an onsite and remote workforce.
  • Experience with organizing and coordinating the planning and production of client deliveries.
  • Experience with meeting and completing tasks assignments within estimated periods and budget constraints.
  • Must have demonstrated success in all phases of DoD acquisition management (scheduling, risk management, budgeting, procurement, and contract administration), and experience as an effective manager of teams comprised of diverse professional, technical and support personnel.
  • Ability to operate independently with minimal supervision.
  • Ability to establish an effective working relationship with senior-level customers, technical staff, managers and peers.
  • Exceptional communication and presentation abilities with a demonstrated capability to coordinate and align efforts between government customers, senior executives, subcontractors and team members.
  • Must be able to assess and enhance the performance of task leaders, team members, and support personnel, and processes that are being used.
  • Must be able to understand multi-level customer / user expectations and concerns, and to assure customer(s) that the program is being managed effectively.
  • Experienced knowledge of Federal Government acquisition processes including FAR / DFAR, DID, CDRLS, etc.

Required Education / Experience :

  • Bachelor's degree required in an engineering related major. Advanced degree / studies and / or military technical training education preferred.
  • Fifteen (15) years of Department of Defense leadership experience can be substituted for degree.
  • A minimum of 5 years of experience managing complex, projects and programs for the federal government.
  • Experience managing software development projects, using Agile principles and methods.

Other Requirements : Please note that pursuant to a government contract, this specific position requires U. S. Citizenship status with a SECRET security clearance at the time of hiring, with the position contingent upon the ability to obtain and maintain a TOP SECRET / SCI security clearance.

Security Clearance requirements will be specified in the Government's Task Order.

This position will require travel, both domestically and internationally.
