Reporting to the Director of Pharmacy Business and Finance, the Pharmacy Supply Chain Manager is responsible for the proper ordering, receipt, stocking, and issuing of all medications and supplies consumed by the main campus inpatient cost centers, the main campus outpatient cost centers, and the off-campus outpatient clinics.

In fulfilling his / her responsibilities with respect to delivering the best patient care at the lowest possible cost, the Supply Chain Manager provides day-to-day supervision of all functions related to purchasing, receiving, inventory control, interdepartmental transfers, and returns management.

Among the processes for which the Supply Chain Manager provides primary oversight are formulary additions / deletions / conversions, non-formulary additions, branded-to-generic conversions, waste & shrinkage monitoring, reverse distribution, and product recalls.

PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Vendor Management : oversees contract compliance, optimizes GPO contracting resources, monitors vendor performance and product and label quality.
  • Service Level Maintenance : reconciles Borrow / Loan exchanges with non-MGH pharmacies, represents Supply Chain on the Medication Management Committee, liaises with manufacturers to stay current with respect to drug supply availability.
  • Inventory Optimization : initiates branded-to-generic conversions, controls the non-formulary ordering / purchasing / receiving process, sets par levels.
  • Receiving : resolves invoicing / pricing errors that necessitate credits and / or re-bills, supervises the matching of purchase orders with packing slips, escalates packing slip / purchase order mismatches with distributors and manufacturers.
  • Inventory Integrity : via Pharmacy Informatics initiates requests for commodity numbers (CV#s), oversees weekly cycle counts in the central pharmacy carousels and the main campus and off-campus outpatient pharmacies, schedules and supervises the annual inventory.
  • Issues and Transfers : collaborates with MGH Materials Management and Partners Transportation to ensure medication and supply orders reach main campus outpatient and off-campus outpatient cost centers on time and complete.
  • DSCSA : overseeing DSCSA compliance and work with Pharmacy department stakeholders to ensure all DSCSA requirements and guidelines are in place.
  • Accounting Compliance : reviews interdepartmental charges to balance issues and receipts, facilitates the monthly close by assisting Partners Finance in matching invoices with receipts.
  • Business Process Outsourcing : oversees 3rd party repackager (particularly with respect to turnaround times and label / barcode compliance), directs the production activities of 3rd party compounders, participates in and on occasion advises the Chief of Pharmacy on make vs. buy decisions.
  • Recalls : supervises the drug recall process (specifically : monitors alerts, prompts action by the accountable parties, tracks escalation online, polices closure).
  • Waste Management / Reverse Distribution / Hazardous Medications : oversees the central pharmacy's waste capture infrastructure and supervises waste capture methodologies off-campus, coordinates reverse distribution of captured waste through a 3rd party, collaborates with MGH Environmental Services to dispose of non-reversible medications (ex : chemotherapy drugs and sharps).
  • Plant & Equipment : supervises preventive maintenance of central pharmacy common areas, negotiates seasonal requests for flex space with MGH Materials Management and Buildings & Grounds, bears primary responsibility for central pharmacy drug storage and common areas meeting fire code.
  • First Responder : acts as pharmacy department point of contact for MGH clinical departments (e.g., Nursing, Occupational Health, etc.
  • with respect to the sourcing and staging of smallpox, anthrax, and influenza vaccines; maintains custody of the hospital's Centers for Disease Control emergency drug cache;

manages pharmacy's relationship with the CDC and the Massachusetts DPH.

340B Program : collaborate with the 340B Pharmacy Program Team for inventory compliance with the 340B Program's requirements and guidelines.

Provide data, information and reports to assist the 340B Team with purchasing optimization related to the Program.

SKILLS & COMPETENCIES REQUIRED

  • Expertise in standards and regulations promulgated by the relevant legal and regulatory bodies : Massachusetts Department of Public Health (DPH), Massachusetts Board of Registration in Pharmacy (BORP), The Joint Commission (TJC), Centers for Medicare and Medicaid (CMS), Food and Drug Administration (FDA), and the United States Pharmacopeia (USP).
  • Experience managing centralized and decentralized Supply Chain Management system.
  • Experience using integrated EHR system (Epic, Cerner, etc.).
  • Knowledge of contemporary hospital pharmacy systems.

LICENSES, CERTIFICATIONS, and / or REGISTRATIONS

Licensed or eligible for licensure to practice pharmacy in the Commonwealth of Massachusetts.

EDUCATION :

  • Graduate of an ACPE accredited College of Pharmacy OR Master's degree.
  • MBA, MHA or other advanced degree preferred.

EXPERIENCE

Required :

Pharmacist : Completion of ASHP accredited PGY1 Pharmacy, PGY2 Specialty Pharmacy, or PGY2 Health-System Pharmacy Administration Residency preferred.

Exceptional aptitude or knowledge may be considered in lieu of experience. Pharmacy leadership experience with formal leadership training or supervisory experience highly preferred.

Non-pharmacist : 5-10 years of supply chain experience required (healthcare supply chain experience preferred). Leadership experience with formal leadership training or supervisory experience highly preferred.

SUPERVISORY RESPONSIBILITY

Direct : Oversight of Supply Chain Management pharmacy team; approximately 6 FTE of professional and technical staff.

Indirect : Professional Staff Supported : Non-Employees.

FISCAL RESPONSIBILITY

Actively manages human, capital, and operational resources for Supply Chain Management pharmacy areas and assists with annual budget process;

identifies opportunities for cost savings and revenue enhancements throughout the Supply Chain Management space and related areas of the Department.

WORKING CONDITIONS

  • Must be able to lift to 20 lbs.
