Job Description Summary :

This vacancy is open ONLY to current regular and hourly employees who are members of SEIU Local 1021. Per new Article 8.7 of the Local 1021 hourly contract, this job is being posted for ten (10) working days.

Under general supervision, provides assistance and coordinates the daily operations, services, and activities of the College's Veterans Affairs Program.

Duties & Responsibilities :

  • Coordinates and oversees the daily operations, services, logistics, and activities of the Veterans Program
  • Serves as College's Certifying Official; administers all veteran benefit programs, including Post 9 / 11 GI Bill, Montgomery GI Bill (Veteran's Educational Assistance Program);

processes applications for benefits, and certifies veterans, reservists, spouses, and dependents for educational benefits

  • Ensures compliance with District's educational policies, state matriculation guidelines, and federal / state regulations related to program services
  • Prepares and maintains records, reports, and statistical data related to veterans; responsible for responding to communications from the Veteran's Administration including audits
  • Prepares and submits the annual Program Review and Program Learning Outcomes
  • Monitors, tracks, and analyzes budget expenditures for the department and supports budget proposals
  • Plans, develops, and coordinates veteran activities and events including orientations, workshops, resource fairs, and related events
  • Conducts outreach and creates marketing materials to promote the services of the program; works to cultivate community relationships to generate positive public awareness and program opportunities
  • Develops informational materials and presentations to be used for outreach activities that promote the program to the surrounding campus and larger communities;

promote increased awareness of the Veterans Program and the services and activities it provides.

  • Collaborates and coordinates with external agencies regarding program and services; partners with agencies to provide resources for veterans
  • Coordinates services and activities with other campus departments including Counseling, DSPS, Health Services, Employment Services, Business Office, and the transfer center.
  • Trains and supervises hourly / student staff employed in the center
  • Maintains office workflow and procedural documentation manual
  • Attends conferences and meets regularly with veteran representatives from other colleges to discuss and review veteran guidelines;

participate in local, state, and federal groups dealing with veterans issues

  • Maintain extensive knowledge of regulations and new developments related to programs and services for veterans
  • Serves as resource to students and staff; responds to all Veteran related inquiries; provides information in personalized or group setting
  • Performs other related duties as required.

Minimum Qualifications :

1. Possession of a Bachelor's Degree from an accredited university or college in a discipline appropriate to the activity, or a directly related field AND four (4) years of experience in performing professional level work in planning and development of a program;

or an equivalent combination of education and qualifying professional experience that would provide the knowledge, skills and abilities needed to fulfill the duties assigned to the position.

2. Knowledge and proficiency in the operation and use of personal computers utilizing word processing, spreadsheet and database management software programs (e.

g., MS Word, Excel, Access and PowerPoint) and knowledge of standard office equipment.

3. Applicant must have demonstrated cultural competency, sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college staff, faculty, and students.

Desirable Qualifications :

  • Experience and / or knowledge of program administration in the California Community College System.
  • Knowledge of : Principles and practices of effective supervision of others. Program evaluation techniques and methodology.

Laws, regulations and guidelines that govern administration of activity of assignment.

Ability to : Plan, organize and schedule the work of others. Train, evaluate and supervise staff. Interpret laws and regulations, and apply this knowledge to the performance of daily duties and responsibilities and / or interpret the information to others.

Prepare and maintain accurate records and reports. Communicate effectively, both orally and in writing.

Environmental Demands : occasional work performed alone constant work around and with people.

CONDITIONS OF EMPLOYMENT :

2) An alien lawfully admitted for permanent residence in the United States; or 3) An alien authorized by the U.S. Citizenship and Immigration Service to work in the United States.
