The Associate Vice Chancellor of Design and Construction Management leads the planning and delivery of UC Davis's complex capital program estimated at $1.

5 Billion over the next 10 years. A top-ranked public institution, UC Davis relies on the AVC to have expertise in architecture, construction management, building inspecting and permitting, engineering, space master planning, capital financial planning, campus and environmental planning, sustainability, and real estate.

With these subject-matter expertise and breadth of experiences at similarly largely and complex organizations, the AVC guides UC Davis's executive leadership team to ensure decisions align with the university's priorities and policies.

The AVC must have a successful track-record of establishing and attaining project timelines and budgets and improving processes.

The AVC must have excellent communications skills to effectively and transparently collaborate and partner with internal UC Davis stakeholders in academics, research, veterinary medicine, animal care, auxiliaries, athletics, and administration as well with external stakeholders including the UC Office of the President, donors, and construction industry experts.

Represents UC Davis in UC systemwide meetings and committee related to design and construction, planning, and sustainability.

This position leads the Design and Construction Management (DCM) department with roughly 105 FTEs and stewards a departmental operating budget of $40 million per year (2024 / 25).

The AVC reports to the Vice Chancellor of Finance, Operations and Administration (FOA) and is a member of FOA's senior leadership team.

Minimum Qualifications

  • A bachelor's degree in architecture, engineering, construction management, or a related field.
  • A minimum of 10 years' experience leading architectural design, construction management, and campus planning on behalf of a large higher education, government, health care or similar organization.
  • Demonstrated commitment to sustainability and experience implementing green building practices in design and construction projects.
  • Experience managing and / or overseeing multiple and diverse projects simultaneously in a fast-paced environment.
  • Expert skills in leadership, change management, and promoting team building.
  • In-depth knowledge of architectural design principles, construction techniques, and building codes and regulations.
  • Successful track record of building and maintaining effective relationships with design professionals and construction firms.
  • Exceptional forecasting, budgeting and cost management skills; expert skills in managing large, multi-year capital construction and financing plans.
  • Expert knowledge of federal, state and local laws, and regulations governing planning, building design and construction for campus facilities.

Preferred Qualifications

  • Professional licensure as an architect or engineer is preferred.
  • A master's degree in architecture, engineering, construction management, or a related field is strongly preferred.
  • Experience examining and implementing methods for improved business processes, such as experience with LEAN six sigma.

Department Description

A land-grant university, UC Davis is the largest University of California in terms of geographic area, with the Davis campus spanning 5,300 acres and including more than 1,700 structures.

The Davis campus and additional remote sites in Tahoe, Bodega Bay, and Tulare depend on a range of services from DCM. The UC Davis Health Campus in Sacramento has a separate Facilities Planning and Development department, though several of DCM's services extend to UC Davis Health, including Real Estate Services, Capital Planning, and Sustainability.

DCM is responsible for demolition, new design and construction, major renovations and deferred maintenance, seismic retrofits, and major utility and infrastructure projects that focus on reducing energy and use of fossil fuels.

Critical DCM functions include setting contract business terms, bidding and selecting construction contractors, and managing contractor performance to meet timeline, budget, and quality.

DCM prepares all necessary capital planning and financial documents required for review and approval by the UC Office of the President and UC Regents.

DCM manages all acquisitions, dispositions, gift property, leases, and Public Private Partnerships (P3) on behalf of both the Davis and Sacramento campuses.

Led by DCM, UC Davis's Long Term Development Plan (LRDP) envisions the campus of tomorrow. For space use, DCM optimizes existing space and adjusts use and ownership based on demand.

DCM's oversight of Sustainability helps secure UC Davis's ranking as the most sustainable university. The DCM team includes roughly 105 FTEs and operates with a departmental budget of $40 million per year (FY 2024 / 25), primarily funded by recharge operations.

Work Environment / Physical Demands

  • Flexible schedule and ability to respond to emergency needs on short notice including evenings and weekends. Employee is personally responsible for following safety procedures / guidelines.
