Nationwide IT Services, (NIS) is seeking a Consultant for the Board of Correction for a part-time opportunity supporting the US Department of Human Health and Services (DHHS / OS / ASA / PSC / OD).
In this position, the incumbent will provide support in coordination efforts for Board case management, including planning, problem-solving, and evaluating Officer's applications, activities which would include research, review, and analysis of Commissioned Corps policy and regulations.
Background :
In 1979, Congress established the Board for Correction of PHS Commissioned Corps Records(Board) to provide an additional appearance route for any present or past Commissioned Corps Officer, regular or reserve, who believes there is an error in his or her record or has been treated unjustly.
Functioning on behalf of the Secretary, the Board is the highest administrative appeal within the Department of Health and Human Services (HHS) for Corps officers.
This is a part-time, 800 hours per year, opportunity.
Compensation is hourly 1099 or Corp to Corp.
In this position, the incumbent will provide support in coordination efforts for Board case management, including planning, problem-solving, and evaluating Officer's applications, activities which would include research, review, and analysis of Commissioned Corps policy and regulations.
- Facilitate Board for Correction meetings.
- Meetings consist of typically 5 Senior Officials w / in HHS
- Meetings are discussions about a particular case (often 2 cases for each meeting) and the HHS officials discuss whether they agree or disagree with the applicant's request
- Contractor answers questions about CCHQ (Commissioned Corps Headquarters) policies regarding promotions, assignments, HR, etc.
Knowledge of the Commission Corps promotion board process is important
- Draft up meeting minutes and recommendation letters to the BFC Chair after the meetings
- Answer emails from the Board for Correction inbox
- Applicants email about case status, general information, etc.
- Answer questions from the CCHQ POCs we work with on case information
- Update the Board for Correction public-facing website. Work with the HHS web team to ensure proper content and retroactive case files are uploaded and current.
- Must know Commissioned Corps policy. A majority of the questions that come up during the meetings and emails are based on Corps policy.
- Provide authoritative advice, determinations, and counsel on the full range of matters pertinent to Board areas, to the Executive Director, Executive Secretary, and personnel specialists within or servicing PSC.
- Inform the Executive Secretary of new policies and procedures and recommend improvements to current PSC processes to ensure they are compliant with Departmental standards and communicate on a bi-weekly basis with the Board Executive Secretary on pending cases and status of open cases.
- Assist in the coordination of inquiries from the Board for Correction applicants, Commissioned Corps Headquarters (CCHQ), and notifications to the Board Executive Secretary promptly.
- Recommend changes to improve the day-to-day administrative and operational functions of the program as needed.
- Provide general information and guidance in response to various email inquiries from PHS Officers, other Federal agencies, and the general public based on a broad knowledge of the Board program and activities of the various components by responding personally or redirecting to the appropriate office for inquiry response.
- Track via SharePoint incoming applications to the Board, CCHQ regulatory reviews, advisory opinions, and requests for personal appearances or hearings.
- Support the closed executive Board meeting session to discuss applicant requests. They will guide members through knowledge of past CCHQ Advisory Opinions and other pertaining documents on policy and regulations.
They will request a vote on recommendation obtain concurrence on minutes and finalize them for the Executive Secretary to present to the Executive Director for approval.
- Assist in maintaining the Board for Correction cases in an electronic central repository, and organize and analyze files to improve the overall quality of the data.
- Provide a monthly report of labor hours and a brief listing of activities.
Requirements :
- BA / BS Degree
- Familiarity and knowledge of Health and Human Services (HHS) policies and procedures.
- Must know Commissioned Corps policy. A majority of the questions that come up during the meetings and emails are based on Corps policy.
- Advanced computer (proficient in using Microsoft suite products) and internet research skills.
- Demonstrate excellent oral and written communication skills.
- Rely on experience and judgment to plan / accomplish goals and anticipate / adapt to leadership needs.
- Ability to multitask (supporting multiple personnel and projects), meet quick turnaround deadlines, maintain professionalism in high-pressure environments, etc.
- Prior experience in a federal agency.
- Candidates who have already completed the HHS security clearance process and onboarding preferred but not required.
- US Citizen
- Active Security Clearance preferred
