The Chief Building Official performs supervisory and administrative duties to operate the building inspection division, and is the technical expert in enforcing construction codes to ensure public safety and health.

Primary responsibilities include administering and enforcing compliance with City electrical, building and plumbing codes, reviewing building plans and working closely with the Building Inspector and the Building Assistant in the preparation of permit documentation for all residential and commercial structures.

FUNCTIONS AND DUTIES

  • Serves as the City's Building Official.
  • Provides technical expertise to other City departments.
  • Interprets and establishes policy in the coordination of the Building Department.
  • Delivers final interpretation and provides guidance regarding building, housing and other related codes.
  • Makes periodic field inspections to review work of subordinate inspectors and regularly assists in difficult assignments.
  • Prepare and maintain documentation of inspections.
  • Enforces a variety of codes including the Standard Building, Plumbing, Mechanical and Gas Codes, the National Electric Code, as well as the Uniform Minimum Countywide Amendments to the Codes, Standard Housing Code, Uniform Fire Code, and local codes such as sprinkling, nuisance, clearing, grading, filling and zoning, etc.
  • Ensures that required inspection are performed and reviewed for completeness.
  • Develops a proactive approach with department training, knowledge and customer service to assist the public in obtaining compliance.
  • Investigates complaints and addresses non-compliance with property owners, developers and others to assist in gaining compliance.
  • Issues correction notices and citations, when required.
  • Administers the permitting function, including application, fee assessment and collection, permit issuance, inspection, and occupancy.
  • Reviews current trends and developments in the field of construction, and prepares revisions to codes, ordinances and local regulations.
  • Researches and resolves problems and complaints regarding commercial and residential buildings, building construction and code compliance.
  • Answer customer questions or complaints in a clear, concise and timely manner to best serve the needs of the public.
  • Encourages teamwork and exceptional customer service.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS

Education and Experience :

  • High School Diploma and four (4) years of increasingly responsible experience in work involving building inspection, at least one (1) of which in a supervisory capacity.
  • Courses in architectural engineering or technical instruction in building technology, construction management, mechanical, electrical, plumbing or building construction preferred.

License and Certification :

  • Must have all I.C.C. Certifications for residential and commercial buildings.
  • Valid Utah State Driver's License.
  • Must be licensed with the State of Utah within 60 days of employment.

Knowledge :

Considerable knowledge of the International Building Code, International Residential Code, International Mechanical Code, International Plumbing Code, International Fuel Gas Code, International Energy Conservation Code and the National Electrical Code;

considerable knowledge of current construction methods, materials, tools and equipment.

Knowledge of occupational safety rules and regulations.

Skills / Abilities :

  • Ability to interpret maps, engineering drawings, and architectural renderings.
  • Ability to establish attainable goals, objectives and work plans, to supervise and motivate subordinates to achieve goals and objectives in a timely and effective manner.
  • Ability to effectively communicate to employees with oral and written instructions and to quickly resolve conflicts.
  • Ability to operate a computer using Word, Outlook, and any other appropriate program.
  • Ability to establish and maintain effective working relationships with other employees, and the general public.
  • Ability to sit, stand, bend, stoop, talk, and hear.
  • The employee is frequently required to sit, stand, bend, stoop, talk, hear, walk, use hands to operate, finger, handle or feel objects, or controls, and reach with hands and arms, and lift 25 pound.

WORKING CONDITIONS

  • Working conditions may vary.
  • Work is typically performed in an air-conditioned office; occasional travel to various site locations is possible
