Duties and Responsibilities

NOTE : denotes Essential Functions)

Assists the Director of the Office of Strategic Health Initiatives with developing, supporting, analyzing, and executing strategic policy and program planning for the UH System and OSHI initiatives.

Consults and collaborates with various local, state, and national policymakers on these initiatives.

  • In consultation with the Director, advances federal health priorities, including appropriations and budget requests, legislative and budget proposals, and administrative actions, on behalf of the UH System's programs and initiatives.
  • Writes, researches, and provides complex analysis for policy issues, background and issue papers, proposals, recommendations, and funding opportunities for health sciences initiatives and programs.
  • Independently performs programmatic and project administration activities which may include reviewing program budgets for accuracy and completeness, scheduling and / or coordinating site visits and meetings, managing travel, preparing presentations, and preparing documents for dissemination.
  • Communicates information on program activities to internal and external partners and constituents in a logical, methodical, and organized manner.
  • Supports leadership and staff management of office initiatives.
  • Independently performs project administration activities which are of substantial scope, difficulty or complexity.
  • Manages database of OSHI projects, activities, and contacts. Collects data and manages filing and documentation systems.
  • Oversees the preparation of system design and program planning, establishes program goals and time-

lines, and monitors program budget and purchases.

Prepares timely reports to funding agencies, including collating progress reports from sub-programs

and contractors, writing summary narratives, and presenting status briefings.

Establishes and maintains collaborative ties with organizations and facilitates communications among all

project participants.

  • Plans, coordinates, and attends meetings and conferences or other activities in support of OSHI.
  • Performs other duties as assigned

Minimum Qualifications

Possession of a baccalaureate degree in a field related to Health Sciences, Political Sciences, Business or related field, and 3 years of progressively responsible professional experience in health policy initiatives, federal appropriations, federal policymaking, and health science initiatives;

or any equivalent combination of education and / or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

  • Considerable working knowledge of principles, practices, and techniques in the area of federal appropriations and health science policy as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with federal appropriations and health science policy.
  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  • Demonstrated ability to operate a personal computer and apply word processing software.
  • If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
  • Demonstrated ability to recognize problems, identify possible causes and resolve the full range of problems that may occur in the appropriations process.
  • Knowledge of health science policy with respect to issues specifically related to Native Hawaiians and underrepresented minorities in Hawaii.
  • Experience and flexibility to work in startup projects.
  • Ability to lead and manage operations of a growing office and establish and maintain effective working relationships with internal organizations, groups / teams and leaders, and individuals.
  • Ability to communicate effectively, in writing and orally, in an understandable, non-technical manner, with internal and external constituencies.
  • Ability to handle sensitive situations and manage conflict effectively.
  • Demonstrated ability to apply conceptual and analytical skills, including ability to identify problems, develop solutions, and execute corrective actions, either in cooperation with others or independently.
  • Demonstrated understanding of organizational process and ability to implement processes to improve efficiency and gain organizational acceptance through basic change management skills.
  • Knowledge of federal grant programs and funding sources in support of community programs.
  • Possession of a valid driver's license.
  • Ability to travel for the purpose of attending meetings, training, and other activities in support of the Office.

Desirable Qualifications

  • Experience working with federal policymaking specifically related to higher education systems.
  • Familiarity with the University of Hawaii system.
