Job Description

Job Description : The Chief Technology Officer (CTO) for the State of Utah is a key leadership role responsible for overseeing enterprise architecture, digital government initiatives, and driving innovation within the state.

As the CTO, you will provide technical guidance and support to the state's Chief Information Officer (CIO) while leading a team of skilled professionals.

The CTO is responsible for setting the direction for digital business transformation, and the evaluation and implementation of how technologies are managed and implemented for the enterprise.

The CTO is instrumental in shaping the technology landscape and enabling the delivery of efficient, secure, and citizen-centric services across Utah's state government agencies.

As the CTO, you will be responsible for developing and implementing the state’s technology strategy and standards, aligning it with the state’s business goals and priorities.

You will also oversee the evaluation and adoption of new technologies that can enhance the state’s services, operations, and security.

You will communicate the state’s technology vision and achievements to internal and external audiences.

Location : This position will be primarily in office work with some telecommuting, located at : Utah Department of Government Operations, Division of Technology Services;

4315 South 2700 West, Taylorsville, UT 84129. All remote work must be performed within Utah.

The Ideal Candidate : To be successful in this role, you should have proven experience in a technology leadership role or similar leadership role in a large and complex organization.

You should have a strong background in enterprise product management, enterprise architecture, digital transformation, and innovation management.

You should also have excellent communication, leadership, and organizational skills. You should be well-versed in current technological trends and familiar with a variety of business concepts and public sector challenges.

You should also be a hands-on strategic leader that can work with department leadership to help drive enterprise projects forward and to completion.

Example of Duties

Primary Duties

Enterprise Technology Product Management

Define the technology strategy, vision, and roadmap.

Develop a strategy for the implementation of new technology products in support of statewide business objectives.

Develop processes to ensure compliance with relevant regulations, policies, and security standards in product management practices.

Develop and implement governance frameworks to mitigate risks, maintain data privacy, and protect sensitive information.

Enterprise Technology Architecture Leadership :

Develop and maintain a comprehensive enterprise architecture strategy that aligns with the state's business goals and objectives.

Evolve the architecture to support technology platforms and guidance on how to build them.

Define and enforce architecture principles, standards, and guidelines to ensure consistency, interoperability, and scalability across state agencies.

Collaborate with agency leaders to assess technology needs and develop enterprise-wide solutions that optimize resource utilization and enhance service delivery.

Digital Government Transformation :

Drive digital transformation initiatives to modernize government services, enhance citizen engagement, and improve operational efficiency.

Lead the development and implementation of digital strategies, leveraging emerging technologies and best practices.

Collaborate with agency partners to identify opportunities for process automation, data analytics, and citizen-centric service design.

Identify emerging technologies that would help the state deliver our strategic vision.

Innovation and Emerging Technologies :

Stay abreast of industry trends, emerging technologies, and innovative solutions relevant to government operations.

Lead technology innovation to explore how emerging technologies can transform the business.

Foster a culture of innovation, encouraging experimentation and identifying opportunities for technology-driven improvements.

Evaluate new technologies, conduct proofs-of-concept, and provide recommendations for adoption, ensuring alignment with the state's strategic objectives.

Technical Support and Collaboration :

Collaborate closely with the CIO, offering technical expertise, guidance, and insights to support decision-making and policy development.

Foster strong relationships with agency leaders, technology partners, and vendors to drive collaboration, knowledge sharing, and effective resource utilization.

Assess and identify potential risks of implementing new and emerging technologies, and determine how to mitigate them.

Serve as a technical advisor to executive leadership, providing recommendations on technology investments, risk management, and compliance.
