Department Overview

Reporting to the VP of Systemwide Human Resources, HR Strategy & EDI is responsible for overseeing and directing the systemwide human resources strategy, EDI, executive recruitment & workforce planning & development, and policy functions through stewardship, development, design, communication, and implementation of initiatives and programs for approximately 200 executives and 140,000 staff (policy- covered and union-represented) employees across the UC system.

These efforts direct the development, modification and execution of activities and initiatives that directly impact immediate and long term systemwide operations.

Position Summary

The AVP Strategy & EDI oversees the development and implementation of SWHR's organizational policies and initiatives, enabling SWHR to meet its goals and objectives.

The role maintains a broad view across all SWHR functional pillars to ensure visibility and enable cross-collaboration between the functions.

This role drives value by enabling SWHR to play a strategic partnering role internally and across the UC system. The role integrates enabling aspects of strategic and operational management within SWHR, which include SHR Policy, Systemwide Staff EDI, Executive Recruitment and Workforce Planning & Development.

This role provides advice and support to the VP of SWHR on the development and accomplishment of objectives to meet SWHR and location strategic HR goals.

The incumbent also provides advice and guidance to Senior Leadership at ten campuses, six health enterprises, Agriculture & Natural Resources, Lawrence Berkeley National Laboratory, and Office of the President.

This leadership role offers the opportunity to make a significant impact through continuous evaluation and improvement of systems, processes, and operations to strengthen the University's position in higher education.

Key Responsibilities

35% HUMAN RESOURCES STRATEGY : Consults with the SWHR Leader and function Heads to understand overall and functional SWHR objectives;

continuously monitors SWHR function programs, initiatives, and services and takes appropriate action to unite the functions and enable them to perform as a collaborative system.

Acts as a strategic advisor to the SWHR Leader and Heads of each SWHR functional team regarding key organizational strategies required to support business needs.

Consults with location HR on strategic and organizational issues. Oversees and directs the development of programs and initiatives that attract, retain, and foster an equitable, diverse and inclusive systemwide workforce and culture including within SWHR.

30% MANAGEMENT : Ensures the effectiveness of programs, strategies, processes, and plans developed and delivered by the Policy, Equity, Diversity, & Inclusion (EDI), Executive Recruitment and Workforce Planning & Development, and Strategy functions across SWHR to support the achievement of SWHR's objectives.

Oversees the HR Policy function and team that provides strategic leadership and consulting to SWHR and location HR to develop HR policies across the SWHR services portfolio, as well as Senior Management Group (SMG) issues as needed.

Oversees director-level management team guiding recruitment, selection, and evaluation of staff. Provides leadership and oversight and mentor ship across the unit.

Sets overarching, multi-year unit and individual priorities and objectives. Develops succession plans and cross-training for staff across multiple areas of expertise.

Identifies training and development opportunities to improve the effectiveness and growth of the unit and individual employees.

Determines strategies to reward and keep high potential and high performing employees at the University.

35% LEADERSHIP : Functions as part of the VP of Systemwide Human Resources leadership team. Communicates and collaborates with other members of the VP of Systemwide HR team to provide coordinated policies and programs across UC's workforce.

Provides direct leadership by example by integrating EDI practices & philosophy throughout all programs and initiatives representing SWHR strategy.

Utilizes indirect influence (i.e. diplomacy and strategic insights) in order to secure buy-in across various stakeholders.

Making written and oral presentations to Regents, President, Chancellors and other senior leadership. Acts as the point of contact for all ten campuses, six health enterprises, Agriculture & Natural Resources, Lawrence Berkeley National Laboratory, and Office of the President regarding human resources strategy, and EDI programs.

Experience

Required Qualifications

Over 10 years or more experience managing a HR Strategy and EDI organization.

Skills and Abilities

Required Qualifications

Comprehensive and in-depth knowledge of HR Strategy, Policy, Programs and Initiatives.

Ability to comprehend political implications of human resources strategy and policy decisions and an understanding of current business trends.

Ability to work in a highly collaborative manner at all levels across the University involving sensitive matters that may affect the University's reputation.

Strong analytical and organizational skills.

Dynamic, articulate leader with proven ability to communicate clearly in both verbal and written form.

Demonstrable interpersonal and problem-solving skills with a proven track record of developing and maintaining effective working relationships with a wide range of employee constituents

Demonstrated commitment to customer service, and to valuing diversity.

Significant experience working with EDI leaders and / or leading the implementation of programs, practices, and initiatives that enhance equity, diversity, and inclusion with a focus on developing measurable impacts on organizational culture and employee engagement.

Preferred Qualifications

Advanced knowledge of university policies, procedures, and initiatives and fiscal / budget processes in addition to a thorough knowledge of human resources practices and procedures.

Higher Education and / or public sector experience in a unionized environment is preferred.

Travel Requirements

5% Occasional travel required. May involve overnight stays.

Full Salary Range :

$ 192,800.00- $401,200.00

The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
