Eliot Community Human Services - Homeless Shelter Site Director

Eliot is seeking an experienced Shelter Site Director to provide operational oversight for our Revere based homeless shelter.

The ideal candidate will have 3 years of experience working with adults that have persistent mental illness as well as a solid knowledge base of Public Entitlements (EAEDC, Social Security, Food stamps, etc.).

The shelter provides daytime drop-in services and overnight accommodations for displaced individuals and families. The program also offers nursing assessment, counseling, case management, and housing.

Our goal is to assist residents in finding permanent supportive housing.

Responsibilities :

  • Ensure that housing first and culturally sensitive trauma informed philosophies remain core tenets of care coordination, support service provision, and programmatic oversight.
  • Manage and oversee general operations, community rule compliance, and support service provision within the assigned emergency shelter.
  • Manage, oversee and update site census, as well as relevant assessments related to immigration, employment readiness, HomeBase, and other housing related subsidy opportunities as assigned.

Monitor and track accordingly within ETO / other platforms.

Closely monitor vendor subcontracts including catering, security, hotel, laundry, staffing agency personnel and address concerns accordingly with Senior Director of Operations & Special Projects and / or Division Director.

Ensure the site has appropriate inventory of supplies.

  • Work closely with internal and external staff and leadership around coordinating and maximizing opportunities for family enrichment including recreational and educational forums / events, as well as opportunities for increased socialization.
  • Provide real-time guidance and support to leadership and program / field staff to address acute / high risk client needs.

Escalate said concerns to the Senior Director of Operations and Special Projects and / or Division Director as applicable.

  • Establish and maintain collaborative relationships within Eliot (e.g., BHCP / CBHC) and outside agencies and make appropriate referrals based on identified needs and treatment preferences accordingly.
  • Work collaboratively with the respective municipality, area Continuums of Care, local stakeholder agencies, and other community-based entities to explore and cultivate opportunities to increase quality of life for families.
  • Ensure that entitlements and / or services are maximized in a collaborative fashion with families served.
  • Hold weekly site meetings with families to disseminate information / updates and solicit feedback on concerns, recreational activities, policies / procedures, and engage in solution-focused discussions to cultivate a shared sense of community.
  • Participate in strategic planning, risk review, and leadership meeting forums within the Homeless Services Division.
  • Facilitate and manage multidisciplinary huddles and case conferencing as needed to address behavioral health, medical or conduct concerns related to families.
  • Ensure compliance with EOHLC contract and model fidelity.
  • Provide after-hours consultation and guidance to onsite and / or leadership staff as needed.
  • Collaborate closely with internal and external housing navigation partners to ensure successful housing placement while maximizing federal, state, and local resources the respective family is eligible for.
  • Provide weekly 1 : 1 supervision with assigned personnel.
  • Provide required reports per EOHLC contract within assigned timeframe as assigned and applicable.
  • Oversee program budgets and expenditures to ensure financial sustainability with Senior Director of Operations and Special Projects and Division Director of Homeless Services.
  • Oversee all aspects of placement including but not limited to : intake, risk review & mitigation, outreach collaboration & support, new resident orientation, and collaborative support planning.
  • Oversee all aspects of hiring, onboarding, and supervision for program leadership and staff as applicable.
  • Provide training and educational forums in community-based settings as needed or assigned.
  • Provide interventions and support to reduce and mitigate aggressive and / or harmful behavior towards others and promote safe community tenancy.
  • Provide transportation to persons served as needed in accordance with all laws and agency and program policies.
  • Ensure a clean and safe living environment. Obtain appropriate inspections, perform inspections, and maintain a system to monitor facility needs and issues.

Address all identified maintenance and safety issues.

  • Ensure that persons are treated with dignity and respect in accordance with ECHS’ Human Rights policy.
  • Be able to recognize and respond to symptoms of mental illness and / or emotional distress. Assist persons with identifying, building and utilizing coping skills as needed.
  • Ensure Persons are free from neglect and abuse. Report all concerns / suspicions of abuse / neglect to supervisor and the Disabled Persons Protection Commission, Executive Office of Elder Affairs or Dept.

Children and Families.

  • Obtain and maintain CPR, First Aid, and other training certifications as required by the agency and DMH.
  • Promote and uphold the principles of Corporate Compliance and the ECHS Corporate Compliance program. Adhere to all ECHS policies and procedures including the Code of Conduct, Person Confidentiality, and HIPAA.
  • Act in an ethical, legal, and responsible manner, following all applicable ECHS policies, state / federal laws, regulations, and reporting requirements.
  • Respect diversity of others by demonstrating and modeling cultural awareness and sensitivity at all times.
  • Perform other job-related duties as assigned.

Qualifications :

  • A bachelor’s degree and a minimum of 2 years’ experience with large-scale project management and / or human service leadership is required.
  • Must possess working knowledge of the area services and resources within the vicinity of the respective EA Shelter Site.
  • Must forge and maintain positive and productive working relationships with Mayor’s office and municipality officials, hotel leadership, COCs, area housing Authority, hospitals / pediatric clinics, state agencies (EOHHS, EOHLC, DPH, DMH, DHCD, DDS), and various community-based organizations.
  • Must have demonstrated experience providing effective clinical and systemic leadership to mid-level management personnel and field staff.
  • Strong interpersonal skills and ability to collaborate and delegate with a diverse group of leadership, case management and clinical staff, and medical providers internally and externally.
  • Ability to work autonomously in an emergency shelter setting.
  • Computer literacy and skill in the use of computers and related software applications, including electronic medical record, ETO HMIS system and other databases is required.
  • Must have a valid driver’s license and reliable transportation to and from work and for the transportation of clients as needed.
  • Must be proficient in English and possess and convey effective verbal and written communication skills with clients, staff and service providers.
  • Ability to consistently meet all necessary background and credentialing requirements.

Schedule : Monday- Friday, 40 hours per week

Location : Onsite, Revere

Physical and Mental Demands : Frequent walking, standing, bending, reaching and lifting to carry out job responsibilities.

Must be able to safely operate a motor vehicle as needed. Ability to work a flexible work schedule contingent upon program needs.

Ability to work effectively in a fast-paced environment with periods of high stress.
