About the Position
The Director of the Department of Technology Innovation Program Management is responsible for a team of Program Managers, Project Managers, and staff providing the planning, tracking, resourcing, task execution, and status reporting to achieve successful implementation of the Clerk of Superior Court's IT products and services.
The role provides project resources and project management for multiple, complex Clerk of the Superior Court (COSC) technology initiatives, aligning with the Strategic Agenda.
Assesses current state and recommends solutions to meet the needs of the residents of Maricopa County and the Judicial System.
Implements software application / system requirements of prioritized business and IT projects and ensures project goals align with the Clerk's overall strategic objectives.
Defines project management methodologies used to manage projects, develop budgets, evaluate progress, and provide regular Executive Team status updates, focusing on the COSC's strategic plan and the specific projects' tactical goals.

We Require
- Five years of project management experience, including three years of supervisory or management experience
- Bachelor's degree in Computer Science, Computer Information Systems, Business Administration, Project Management, or a related field
- A combination of post-secondary education and / or job-related experience may substitute for the minimum qualifications on a year-for-year basis

Job Contributions
- Oversee and direct a team of Project Managers, Program Managers, and staff to implement the CPSC's IT products, including goal setting, planning, tracking, resourcing, task execution, and status reporting to achieve successful project outcomes
- Deliver operational excellence by planning, organizing, and managing staff and overall operations to ensure the stable and secure operation of IT functions in business functional areas
- Lead project groups and teams and collaborate with multiple functions to develop, refine, and deploy IT strategic roadmaps that maximize the value of the business and IT capabilities
- Work closely with IT and business leaders to plan future project implementation schedules, prioritize existing programs / projects, manage the portfolio of programs / projects, and provide input on the overall strategy
- Rigorously manages scope to ensure commitments are achieved within agreed on-time and cost and quality parameters
- Lead reviews for program / project progress and funding approval
- Collaborate with the CTIO and other strategic internal and external partners on planning and using the creative application of IT and technology to advance the business toward its goals
- Support business activity by providing project resources and management to implement the prioritized business and IT project requirements
- Define IT strategy for supported area of business
- Design and implement short- and long-term strategic plans, in alignment with the CTIO and COSC's strategic agenda, to ensure IT programs meet business functional areas' existing and future requirements
Working Conditions
Hybrid Teleworking eligible position. It requires frequent computer work, the ability to complete tasks thoroughly, and attention to detail.
Requires long periods of sitting while completing computer activities. Work requires travel to and from job-related locations during a scheduled workday, subject to County policies regarding the use of County vehicles and / or private vehicles used on County business.
