The goal of the City of Charlotte’s General Services Department is to guide agencies through innovative and efficient deployment of resources to meet their missions and fulfill the needs of the City in a rapidly evolving and complex environment.
The Department will design and deliver expanded, shared services across departments and for the City of Charlotte to improve performance and save taxpayer money.
General Services consists of capital project management, fleet services, procurement, environmental services, property management, and other support services.

Summary
Seeking a Project Manager in the Facility Operations Division of the General Services Department. This position will be responsible for providing project management skills and principles in conjunction with the planning, design, and construction of city-owned buildings and major renovation projects.
This position may manage a wide variety of projects within City-owned facilities such as planning studies, renovations, repairs, and maintenance.
Major Duties and Responsibilities
- Manages architectural and engineering contracts and construction projects with responsibility for controlling project schedules, budgets, and scope (including design requirements) on all assigned projects.
- Ensures projects align with city’s Strategic Energy Action Plan and Sustainable Facilities Policy, where applicable.
- Serves as Facilities Operations primary contact on Facility Construction projects.
- Serves as lead manager on all assigned projects.
- Manages the administrative aspects of assigned projects.
- Negotiates and monitors budget and expenditures.
- Updates project schedules and monitors progress of the project in meeting established schedule.
- Manages and provides direction and assistance to consultants.
- Documents decisions made in the course of the project and prepares and updates action item list of issues to be addressed.
- Schedules and attends meetings, documents actions and decisions made at the meetings.
- Reviews and processes pay applications, contract amendments, change orders, claims, etc.
- Updates Primavera schedules, Integrated Project Delivery System documents, and other reporting requirements monthly or as needed.
- Informs supervisor of project progress, issues, etc.
- This position requires daily presence at the facility shop. Remote / Telework is not an option for this position.
- Performs other duties as assigned.
Knowledge, Skills & Abilities
- The ability to successfully perform project management tasks including proactive management of project schedules and budgets, develop technical and non-technical reports and comprehend, assess, and apply fundamental engineering and construction and maintenance principles to achieve project goals.
- Effective verbal and written communication skills.
- Excellent organizational and time management skills.
- Ability to lead a project team, supervise and / or manage planning / design staff, and / or serve as a prominent member of a project team.
- Ability to work cooperatively and collaboratively with other city staff, consultants, contractors, and the public.
- Effective computer skills including proficiency in Microsoft Office Products (Word, Excel) and Primavera.
- Requires some overtime and weekend emergency call as needed.
- Requires a good driving record, current driver's license, and the ability to receive and maintain a city driving permit.
- Superior knowledge of Computerized Work Management Systems.
Preferred Qualification
LEED or Green Globes accreditation preferred.
Minimum Qualifications
Bachelor’s degree in engineering, business administration, or a related field. A minimum of (3) years engineering project management experience demonstrating progressive responsibility in building design, construction, and maintenance is preferred.
Knowledge of building MEP (mechanical, electrical, and plumbing) systems is also preferred.
Salary
$96,400 - $106,545 Commensurate with experience
