Departmental Mission Statement : As the financial center for the Trial Court, the Fiscal Affairs Department prepares and receives budget requests, oversees and processes all financial transactions from funds appropriated by the legislature and available through grants, trusts, and capital allocations for 119 court divisions, the Administrative Office of the Trial Court, the Administrative Offices of the seven Trial Court departments, the Sentencing Commission, the Office of the Commissioner of Probation, and the Office of the Jury Commissioner.

The Grant Unit within the Fiscal Department of the Office of Court Management complies with both Federal and State laws and regulations, numerous state agencies as well as every department in the Trial Court.

The Grant Unit is to pursue supplemental funding sources by procuring and managing external grants. External grants will be used to support creativity and innovation in meeting Trial Court needs that cannot be addressed with existing resources but may be suitable areas for externally available grant funds.

ORGANIZATIONAL PROFILE :

This position is designated as a union position and is covered by the Collective Bargaining Agreement with O.P.E.I.U., Local 6.

Position Summary : Responsible for performing all administrative, programmatic, and fiscal activities related to pre-award, post-award, and closeout phases of grant management for Federal, State, and non-governmental grant programs.

Supports the development, review, monitoring, and technical assistance related to all grant program activities within the Trial Court.

Supports the Senior Grant Manager with managing complex grant activities.

Supervision Received : Receives general direction from the Senior Grant Manager in performing duties in accordance with established guidelines.

Duties :

  • Monitors and facilitates pre-award grant applications for funding, renewals, carryovers, and extensions.
  • Conducts research into sources of funding Maintains fiscal budgeting, tracking, and match review.
  • Reviews and submits federal, state, and non-governmental programmatic and fiscal reports post-award, navigating multiple grant management systems.
  • Facilitates grant closeouts, preparing and reviewing final programmatic and fiscal reports and grant documents.
  • Assists the Senior Grant Manager on managing complex grant activities.
  • Assists in the development of grant policies and procedures to support the Trial Court and external sub-recipient partners with best practices for grant development.
  • Regularly participates in preparing grant trainings for sub-recipients and Trial Court staff.
  • Attends a variety of Trial Court, sub-recipient, federal, and state agency grant meetings.
  • Performs other duties as required.

Qualifications

Minimum Requirements : The following are the minimum requirements for consideration for the position of Grant Coordinator II :

Education and Experience :

  • Bachelor’s Degree in business administration or related field; Graduate degree preferred.
  • Four (4) years of related, applicable work experience in grants administration / management.
  • Equivalent combinations of education and grant experience will be considered for meeting minimum qualifications.

Knowledge :

  • MA Court Grant policies and procedures.
  • Grant research and writing.
  • State and Trial Court regulations.
  • Grant application and monitoring.
  • Budgeting.
  • Reporting requirements and websites.
  • General knowledge of grant funding sources.
