The (TCP) within the Department of Ecology (Ecology) is looking to fill a UXO Expert and Site Manager position. This position is located in our Headquarters in Upon hire, you must live within a commutable distance from the duty station.

Are you experienced with highly complex unexploded ordnance (UXO), munitions and ordnance cleanup? Do you have knowledge of cleanup of UXO / ordnance contamination at Formerly Used Defense Sites (FUDS)?

If so, we welcome you to join our team. You’ll play an integral role in the Toxics Cleanup Program encompassing both UXO and FUDS expertise in response to program-wide highly complex inquiries of munitions and ordnance cleanup, as well as site management of UXO-contaminated sites.

Tele-work options for this position : This position will have flexibility of a hybrid schedule, empowering work from home and office, providing less time in traffic and shrinking your carbon footprint.

Duties

As the UXO Expert for the Toxic Cleanup Program, you’ll train and mentor other staff in the technically complex field of UXO / ordnance detection and removal, and explosives safety.

Additionally, your expertise will be critical in developing and implementing policies to address remedial actions at complex sites contaminated with UXO, ordnance, munitions, or explosives.

As a Site Manager to UXO contaminated sites, you will assist with Department of Defense (DoD) sites, Environmental Protection Agency (EPA) sites, and private properties to expedite cleanup drafting and issuing cleanup actions plans, including remedial investigations and feasibility studies, reviewing technical reports, and providing regulatory oversight during the cleanup process.

Additional duties will include :

  • Advise the program or agency management on the need for contractor / consultant services in UXO / munitions detection and removal.
  • Serve as an Ecology representative on UXO issues with other agencies, governments and the public, effectively negotiating and resolving conflicts.
  • Manage and provide regulatory oversight through review and comment of contaminated cleanup sites and ensure remedial actions comply with environmental laws, regulations, and policies.
  • Maintain current scientific knowledge on contaminated site remediation.
  • Review cleanup projects to assess if the cleanup meets the substantive requirements of the Model Toxics Control Act (MTCA).
  • Perform site hazard assessments of contaminated sites.
  • Plan, direct, and provide oversight on UXO and munitions on all aspects of formal MTCA cleanup sites.
  • Develop scopes of work and associated cost estimates for Ecology-led site investigations. Manage all aspects of contracts.

Qualifications

Required Qualifications :

Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time.

We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked.

Examples of the proration calculations are :

  • 30 hours worked per week for 20 months : (30 / 40) x 20 months 15 months full-time equivalent
  • 20 hours worked per week for 12 months : (20 / 40) x 12 months 6 months full-time equivalent

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience.

A total of ten years of experience and / or education as described below :

  • Experience in : environmental analysis or control, or environmental planning. Examples of experience may include : UXO technician 3, Senior UXO Supervisor, or UXO Quality Control Specialist as defined by .
  • Education : involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.

Special Requirements / Conditions of Employment :

Must possess and maintain a valid driver's license.

Desired Qualifications :

  • Master explosive ordnance disposal (EOD) certification or equivalent certification.
  • Experience in the application of digital and analog geophysics in munitions investigations and cleanup.
  • Experience in Quality Assurance and Quality Control in UXO cleanup.
  • Experience with underwater ordnance investigation and cleanup.
