ABOUT THE ROLE
The Manager, Government Contracts Compliance will be responsible for leading compliance as it relates to federal contract and subcontract requirements including the Federal Acquisition Regulation (FAR), Agency supplements, CAS and impacts to associated business systems.

CEI currently provides electrical construction product and service to state and federal agencies as a major subcontractor and is looking to expand its public product and service footprint.
Location : Bay Area CA. Any location considered. provided you are willing to work at corporate office initially to generate and cultivate relationships with Senior Leadership, program level and other internal customers then work remote or locally.

- Overall responsibility for contract compliance matters including CAS, FAR and Agency Supplement compliance.
- Thorough knowledge of FAR, DFARS and DCAA Contract Audit Manual requirements and their impact on the business.
- Capable of advising the organization on courses of action to develop and maintain policies and procedures that fulfill federal contract requirements including Accounting, Estimating, Purchasing, Property Management, Contracts and IT functions.
- Interface with internal teams and government / customer representatives concerning compliance matters and in support of internal and external audits.
- Responsible for review of pricing proposals for Truth in Negotiations Act (TINA) and serving as a key advisor during the negotiation of significant pricing proposals.
- Develop a professional staff, at appropriate federal marketplace growth levels, in support of all activities associated with government compliance.
- Work with other functional areas and leaders to develop and maintain processes and procedures to ensure that Contractor Business Systems remain adequate in relation to contract / subcontract requirements.
- Read, examine, and interpret FAR and DFARS proposed rulings, government contracting / compliance journals, financial reports and legal documents;
prepare and / or present to leadership on such topics.
- Oversee price and / or cost analysis of supplier and subcontractor cost submissions, as necessary.
- Monitor federal contract compliance and advise functional and senior leadership on status.
- Provide guidance, training, and leadership on various compliance topics.
- Develop and maintain external industry contacts that can contribute positively to the success of the organization.
ABOUT YOU
MINIMUM QUALIFICATIONS
Any combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying.
Education : Bachelor’s degree in accounting, finance, business administration or other
relevant degree.
Licensure / Certifications : None required.
Experience : Three (3) or more years of management experience. (12) or more years relevant Government contracts experience.
STANDOUT QUALIFICATIONS
10+ years U.S. government compliance experience related to CAS, FAR and Agency
Supplements
- Excellent written and oral communication skills to secure understanding and cooperation of multiples functions or interests.
- CPA or MBA.
- Defense Contract Audit Agency (DCAA) experience.
- Construction industry experience
- Experience with organizations standing up a federal sector.
