The Bozeman Yellowstone International Airport (BZN), owned and operated by the Gallatin Airport Authority, is seeking a motivated individual for a full-time Director of Airport Properties and DBE / ACDBE position.

  • The Director of Airport Properties and DBE / ACDBE provides day-to-day strategic and tactical business management for and serves as the primary liaison between the Authority and aviation-related and non-aviation-related tenants;
  • negotiates contracts and agreements on behalf of the Authority, including request for bid and proposal process management;
  • oversees and ensures tenant compliance with Authority requirements and applicable federal, state, and local laws and ordinances;
  • oversees Authority insurance contracts; provides support and consultation for air service and regional economic development programs;

and directs the Authority’s National External Civil Rights Programs. This position exercises independent discretion throughout the major duties / responsibilities.

Major Duties / Responsibilities :

  • Manages and oversees aviation-related and non-aviation-related tenant activities and properties including airport terminal, land, buildings, and hangars in conjunction and coordination with other airport departments in order to ensure compliance with Authority rules and regulations and by-laws, lease terms, minimum standards, federal grant assurances and obligations, and other applicable federal, state, and local laws and ordinances.
  • Creates, negotiates, and manages compliance of contracts and agreements governing space and operations of aviation-related and non-aviation-related tenants, including but not limited to, leases, operating agreements, use agreements, concession agreements, memorandums of agreement (MOA’s), etc.
  • Fosters strong professional working relationships with airline management, executives, aviation support service managers to complete transactions, special projects, solves operational or day-to-day issues;

serves as primary property management and business management liaison to officials, airlines, concessions, and tenants.

  • Oversees and manages the Authority’s request for bid and proposal process for all contracted agreements; drafts and administers proposals of use, bid packages, leases, permits and other documents;
  • assists in the review of bids and proposals; prepares the final bid and proposal documents to be distributed to the public;
  • prepares documents for pre-bid / pre-proposal meetings; prepares and submits all public advertisements and notifications for bids and proposals to appropriate advertising and distribution channels and manages related public communications;
  • administers and manages postings of all bids and proposals including addenda, updated and notifications as applicable; maintains data related to inquiries, bidders list and mailing list;
  • prepares for and assist in conducting pre-bid / pre-proposal meetings and bid / proposal openings; coordinates and conducts site tours;
  • tracks; maintains and ensures bid bonds related to bids and proposals are in compliance with bid and proposal documents and requirements;
  • prepares drafts for form and content before submission to management and the Authority’s legal counsel; coordinates closely with legal counsel and other staff as appropriate in matters of lease preparation and litigation;

prepares packages for management review and approval.

  • Manages active leases and agreements and inspects properties on a regular basis to ensure compliance with Authority rules and regulations and by-laws, lease terms, minimum standards, federal grant assurances and obligations;
  • monitors tenant improvement programs for new and existing tenancies, including design review; works with airport engineers to develop plot plans of leased areas;
  • monitors active leases including reports, commencement and expiration of leases and agreements; notifies tenants of adjustments in rental rates;
  • coordinates tenant location maps, exhibits, or plans to reflect the current status of assigned properties; coordinates internal notification regarding changes of tenancies;

reviews the status of insurance and lease compliance; mediates disputes between the Authority and tenants / users regarding the use and development of Authority property and compliance requirements.

  • Reviews the timely and accurate processing of new lease agreements, amendments, and renewals.
  • Plans, directs, and coordinates the Authority’s business development programs including ongoing leasing, operational compliance activities for airport concessions including food, beverage and retail, ground transportation, and other revenue projects, strategic recruitment activities to attract, solicit and evaluate business opportunities.
  • Provides support and consultation for air service development and regional economic development programs that involve the Airport Authority.
  • Assists with development of the Authority’s annual airline budget.
  • Develops and manages the entirety of the Authority’s National External Civil Rights Programs, including the Disadvantage Business Enterprise / Airport Concessions Disadvantage Business Enterprise (DBE / ACDBE) program, Title VI of the Civil Rights Act of 1964, Limited English Proficiency (LEP), Environmental Justice (EJ), American with Disabilities Act (ADA), Section 504 of the Rehabilitation Act of 1973;
  • serves as the Authority’s Title VI and Section 504 coordinator; oversees and manages equitable access including language services and accommodation requests;
  • monitors and resolves complaints and inquiries from internal and external stakeholders and the general public; performs investigations of complaints, develops reports, and conducts remediation as needed;

and maintains documentation as required by law.

  • Conducts audits and reviews the Authority’s insurance coverages and negotiates renewals, in partnership with senior management, to secure and maintain appropriate coverage for the Authority.
  • Works with internal and external stakeholders, responds to inquiries, provides information and assistance related to areas of responsibility and works cooperatively to resolve issues.
  • Oversees and performs administrative management functions including developing and preparing contracts, reports, letters, and other documentation as required;
  • maintaining up-to-date records of all current and expired leases in the Authority’s data and lease management systems; administering and managing a document management system for the Authority and overseeing the processes required for the creation, completion, and documentation of Authority agreements;
  • creating, revising, implementing, and maintaining rules, regulations, standards, and procedures to ensure compliance with Authority requirements and legal and regulatory obligations;
  • tracking of incidents and inspections; preparing and maintaining various records and reports related to tenant activities, insurance / risk management reviews, DBE and related activities;

interacting with lease management system; preparing presentations and reports and overseeing their publication.

  • Communicates effectively and exchanges information in a professional and positive manner with employees, tenants, concessionaires, vendors, contractors, and the public.
  • Keeps abreast of all federal, state, local aviation-related regulations, and compliance requirements.
  • Participates in the Authority’s Safety Management System.
  • Operates and drives Authority-owned vehicles landside, in non-movement area, and in movement area (under escort).
  • Uses effective and standard radio communications to communicate with other personnel.
  • Completes required trainings.
  • Practices and adheres to the Authority’s policies and procedures and federal, state, and local legal and regulatory requirements.
  • Performs other duties as needed or assigned.

Position Requirements :

  • High School Graduate / Equivalent
  • 18 years or older
  • Proficiency in written and spoken English
  • Bachelor’s degree from an accredited institution
  • 5+ years of experience in areas appropriate to the position, including but not limited to : lease development, management, and negotiation;

economic and business development; or management and leasing of commercial properties, retail properties, passenger service and advertising, food and beverage concessions, airport / aviation industry tenants, air passenger support services, airline operations, or air cargo operations.

  • Residential property management is not qualifying
  • Working knowledge of the principles, practices and techniques involved in the transfer of real property and leasing
  • Working knowledge of the laws related to land title work and real estate transactions
  • Working knowledge of commercial risk management principles and best practices, including experience with insurance coverage reviews
  • Knowledge of and proficiency with computer-based programs (e.g., MS Office Suite, Adobe Acrobat); intermediate to advanced proficiency with Excel
  • Knowledge of mathematics sufficient to be able to perform statistical computation and prepare reports
  • Able to interpret leases and contractual agreements, deeds, income and expense statements
  • Able to negotiate and carry to completion complex real estate transactions involved in meeting the business development and real property needs and interests of an airport
  • Able to prepare and present effective written and oral reports to governmental and commercial agencies and groups
  • Able to read and understand floorplans, sketches, schematics and related drawings
  • Able to be thorough when performing work and conscientious about attending to detail
  • Able to establish and maintain effective and cooperative working relationships and communicate effectively with other employees, tenants, concessionaires and the general public

  • Must pass a 10-year pre-employment Criminal History Background Check (CHRC) necessary to obtain federally mandated security clearances, badging, and access to the Bozeman Yellowstone International Airport and retain access authority and an active badge with the necessary credentials to perform the essential responsibilities of position
  • Must pass a 7-year Pre-employment Background investigation
  • Must have a valid Driver’s License, pass required motor vehicle checks in order to operate Authority-owned vehicles and meet insurability requirements
  • Must achieve non-movement area access within 90 days of employment and maintain access privileges
  • Must safely operate and drive Authority-owned vehicles landside and in non-movement area
  • Must communicate effectively on airport radio systems
  • Airport Management, Business Administration, Public Administration, Finance, or Law educational emphasis; advanced degree (Preferred)
  • Knowledge of aviation and airport property management (Preferred)
  • Knowledge of federal, state, and local civil rights laws and ordinances related to the airport and aviation industry (Preferred)
  • Experience in leasing and management of airport or commercial real estate properties (Preferred)
  • Experience in management of airport concessions, airline or aviation support services operations and contracts, tenant relations (Preferred)
  • Understanding of complex lease terms and financial analyses (Preferred)
  • An equivalent combination of education and / or experience may be considered.
