Job Description and Duties
As part of the Long-range Planning Team, the Principal Waterfront Planner will serve as the lead for the agency’s planning activities related to the San Francisco Waterfront.
The Principal Waterfront Planner will serve as the San Francisco Bay Conservation and Development Commission (BCDC)’s point person for collaboration with the Port of San Francisco and other relevant agencies and stakeholders connected to the San Francisco Waterfront.
The Principal Waterfront Planner will design and lead complex planning projects as well as assisting in regulatory activities, related to waterfront development and bay resources, sea level rise and climate change, and public access.
Potential projects could include amending BCDC’s San Francisco Waterfront Special Area Plan, participating and developing a planning process examining the Public Trust and rising sea level, and coordinating BCDC’s engagement with adaptation and resilience planning along the San Francisco waterfront.
The Principal Waterfront Planner will coordinate internally across BCDC staff teams, could develop guidance for agency work along the San Francisco Waterfront, and serve as a resource to BCDC staff on the planning and permitting in San Francisco.
The Principal Waterfront Planner performs a wide variety of complex planning functions, including : literature research, presentations and technical policy writing on complex planning issues and concepts, policy and data analysis, permit analysis, participating in efforts related to social equity and environmental justice and climate change, and training and mentorship of Long-Range Planning Team staff.
Working in partnership with the Port of San Francisco, along with other public agencies and interest groups, the Principal Waterfront Planner develops and presents planning recommendations to the Commission.
Duties will be commensurate with the level and classification at which the position is filled. This position is partially funded by a contract with the Port of San Francisco, as a result the position is contingent on continued funding.
This position is a full-time, 24-month limited term position and may become permanent.

Working Conditions
BCDC’s office is our headquarters in downtown San Francisco. BCDC is a hybrid workplace and offers telework for all employees.
Telework is available for this position in accordance with BCDC Telework Policy and Procedures.
Special Requirements
Candidates must be eligible for appointment to the California civil service classification of Coastal Program Analyst (CPA) III.
Current State employees or former State employees with transfer or reinstatement rights at the CPA III level may apply. To be eligible for transfer or reinstatement, applicants must meet the minimum qualifications of the respective classification.
Appointment is subject to the State Restriction of Appointment (SROA) provisions. Applicants must clearly indicate the basis of their eligibility, including SROA, surplus, transfer, reinstatement status, or list eligibility in the Examination or Job Title section on the CA State Application (std 678).
