Purpose
The purpose of this classification if to perform professional and technical work in long range land use activities and current development planning as they relate to the administration of a variety of City planning programs.
Work involves conducting research and preparing studies related to such items as land use, population, housing, economic bases, transportation systems, Historic Preservation, conservation and socio-economic conditions as they apply to growth management and the development and administration of short and long-range comprehensive planning programs.
An employee in this class prepares planning studies, analyzes data collected and develops recommendations for review and approval.
Employee works with a high degree of independence on projects and acts as liaison to other departments. Work is reviewed fortechnical adequacy and professional standards through conversation and observation of results achieved.
Minimum Qualifications
Education, Training and Experience -
Bachelor’s degree from an accredited college or university with a major in Urban Planning, Landscape Architecture or a closely related field;
supplemented by a minimum of three (3) years previous experience and / or training involving urban planning, local / state land use, zoning, site plan review, geographical information system operations, digital mapping, map design / interpretation, and personal computer operations.
Experience with Florida Growth Management regulations preferred. Experience with architectural building design preferred.
Must possess and maintain a valid Florida Driver’s License.
Job Description
ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Researches and prepares planning-related reports, documents and agenda for City of Daytona Beach officials and other agencies and organizations.
Reviews site plans, planned development amendments, rezoning requests, land use plan amendments and other development review applications related to the planning process.
Reviews and coordinates transportation concurrency requirements, including processing requests for review of required traffic impact analysis related to development in the City.
Responds to planning-related inquiries from the general public and other agencies and organizations.
Evaluates amendments for comprehensive plan compliance and prepares maps and graphics presentations for the department.
Assists in preparing and administering annual planning grants applications, updates other plans for compliance with Federal, State and other applicable.
Establishes and maintains effective working relationships with executive staff and department staff.
Coordinate and attend various meetings at various times during the day and night, paying special attention to the interrelatedness of decisions and consequences.
Performs fieldwork and research for both current planning and comprehensive planning. Reviews and makes recommendations for building permit applications and occupational licenses.
Assists in preparing urban design projects, drafting plans and preparing zoning and land use maps.
May perform data processing related duties on a PC terminal, including using available statistical packages or programs, encoding data, data entry and retrieval and limited programming.
Assists in updating and maintaining the Land Development Code, Code of Ordinances and Comprehensive Plan.

Tasks may involve extended periods of time at a keyboard or workstation.
Sensory Requirements : Some tasks require the ability to perceive and discriminate depths. Some tasks require visual perception and discrimination.
Some tasks require oral communications ability.
Environmental Factors : Tasks risk exposure to adverse environmental conditions, such as dirt, dust, and pollen when conducting site inspections.

Knowledge of Job : Has thorough knowledgeable of the methods, policies and procedures of the City of Daytona Beach as they pertain to the performance of essential duties of the Planner.
Has thorough knowledge of comprehensive, land use and transportation planning principles. Has thorough knowledge of urban design and zoning and the objectives, principles, and techniques of urban planning.
Has thorough knowledge of state planning laws and applicable Federal regulations. Knows how to operate computers and blueprint machines.
Is skillful in research and technical analysis of planning-related information. Has the ability to organize and analyze technical information.
Is knowledgeable of site plan review, economics, statistics, geography and growth patterns. Has knowledge of the social sciences, and of the sources, methods and application of socioeconomic data to city planning.
Has knowledge of geographic information systems (G.I.S.) methods for preparation of maps, plans and graphic material and knowledgeable of techniques and practices in photography and other audiovisual display methods.
Candidate has the ability to make sound assessments and recommendations based on research, and is able to analyze assigned problems of average difficulty in city planning, and organize and carry out studies to provide solution to these problems.
Is able to establish and maintain effective working relationships with those contacted during the course of work. Has the ability to present reports and recommendations and communicate effectively, graphically, orally and in writing.
