The Human Resources Generalist position performs para-professional / technical human resource services, is a primary point of contact for all Veterinary Teaching Hospital (VTH) staff and faculty supervisors, and will be responsible for understanding HR practices and policies for the College (CVMBS) as well as the University (CSU).

This position provides support for talent acquisition, onboarding, employee life cycle management, performance management, and training and development.

Additional administrative duties include records management, leave and systems data entry as well as processing, tracking and maintenance of personnel information, records, and electronic archiving systems.

Job duties include providing accurate information and responses to HR related questions and inquiries and ensuring strict confidentiality in all HR communication and records.

The VTH HR team supports more than employees within the hospital.

This is a hands-on position requiring a wide range of knowledge of varied human resource practices and policies, including working knowledge of federal and state laws and regulations, as well as the ability to interpret and implement University and College regulations and policies for overall compliance.

This position requires the application of HR knowledge and theory in a complex, fast-paced, and ever-changing environment.

This position is responsible for developing collaborative working relationships to deliver HR solutions, and must clearly understand the vision and strategies of each service within the VTH while completing daily transactional tasks.

Successful candidates will have a strong work ethic, uphold confidentiality, have an internal customer focus, and the skills and flexibility to interact effectively with a range of people.

The employee in this position is designated as essential personnel and may need to be available to support hospital personnel in times of campus closures.

The successful candidate must be legally authorized to work in the United States by the proposed start date; the department will not provide visa sponsorship for this position.

A combination of signing bonus and relocation expenses may be considered for successful and eligible candidates. Required Job Qualifications

  • Bachelors degree in Human Resources, Business Management / Administration, or closely related field OR any bachelors degree and two years of professional HR experience.
  • Minimum of one year of experience in human resources, talent management, and / or recruiting as a primary responsibility.
  • Demonstrated experience with human resources information systems (HRIS) like Oracle HR System, PeopleAdmin Talent Management System (TMS), Kuali, TimeClock Plus (TCP), and / or other related systems.
  • Demonstrated high-level communication skills and ability to engage with and effectively communicate complex information to a diverse audience.

Preferred Job Qualifications

  • Masters degree in Human Resources, Business Management / Administration, Organizational Development, or closely related field.
  • Professional certification such as PHR / SHRM-CP.
  • Demonstrated leadership, mentorship, and / or supervisory experience in a progressive HR environment.
  • Ability to show initiative and independence as well as ability to function well in an atmosphere that promotes teamwork.
  • Demonstrated ability to be detail-oriented and highly organized with experience tracking multiple projects while dealing with competing priorities.
  • Experience working within a medium to large size organization with multiple employee groups.
  • Experience in a higher education environment, preferably in Human Resources, Equal Opportunity, or Talent Development.
  • Human resources experience in a medical or healthcare environment.
  • Demonstrated ability working with Microsoft Office Suite and an aptitude for quickly learning new technology.
  • Knowledge and experience with records retention and maintenance.
  • Knowledge and experience creating and delivering supervisor / employee professional development programs.

Essential Duties Job Duty Category Human Resources Administration Duty / Responsibility

  • Work directly with VTH employees to answer HR related questions and processes related to HR. Work directly with CVMBS HR team and CSU HR for guidance and compliance with HR documents and any HR related issues that may arise.
  • Enter, create, and update employee records in Oracle on a regular basis to ensure accuracy of records.
  • Be familiar and become proficient in varying policies and procedures for each employee group including Administrative Professional (AP), State Classified (SC), Non-student Hourly (NSH), and Student Hourly.
  • Communicate and disseminate information regarding HR changes, internal deadlines, appointment expirations, updates, and policies to relevant parties.
  • Understand guidelines and process entries for Workers Compensation, Leave Without Pay, and other HR related entries for VTH employees.
  • Maintain and update personnel records, ensuring compliance with state and federal laws.
  • Support VTH in developing, administering, and overseeing processes, procedures, and compliance with university HR and Talent Acquisition (TA) guidelines.
  • Onboarding and offboarding of VTH employees and non-student hourlies : Onboarding includes functioning as an initiator, applicant manager, and hiring authority in TMS, assisting with hiring, onboarding process, and access to university systems (offer letters, EID, background checks, verifying I9, all hiring processes).

Offboarding includes verification and / or collection of university equipment, security badge, pcards, keys, termination of access, finalize time entries and storing any pertinent documents in the personnel record.

Onboarding and offboarding of student employees : Onboarding includes functioning as an applicant manager and initiator in Handshake, assist with hiring, onboarding process and access to university systems (EID, background checks, verifying I9, all hiring processes).

Offboarding includes verification and / or collection of university equipment, security badge, keys, termination of access, finalize time entries and storing of any pertinent documents in the personnel record.

  • Partners with CVMBS HR Case Manager to coordinate FMLA, ADA and workers compensation claims / cases as needed.
  • Partners on and supports VTH environmental health, safety, and wellness activities / initiatives.
  • Supports a collaborative team environment. Partners with VTH leadership for assessment, development, and delivery of climate / engagement initiatives.

Percentage Of Time 40% Job Duty Category Position / Search Process Management & Talent Acquisition Duty / Responsibility

  • Support for hiring of administrative professional and state classified staff for the VTH, including position description review and TMS support.
  • Serves as primary HR Generalist for moving position requests through the hiring process reviewing and approving requests for positions to move to classification and posting, candidate review and selection in collaboration with hiring manager, candidate interviewing, initiating background checks for top candidates, creating and providing offer letters to include facilitating and negotiating candidate counter offers, and hiring and initial onboarding.
  • Review job description changes received from VTH Service Leaders, Supervisors, and / or VTH Leadership. Identify whether this position is properly written;
  • complies with AP or SC language and regulations; is consistent with similar positions within the VTH and define when there are differences;

has essential requirements to post to include appropriate minimum qualifications, education and clear and complete designation of duties.

  • When needed during a search, reposting and realigning positions at the request of the service leader.
  • Enter and approve records in TMS to hire positions and will also need to train others within the VTH on TMS and these processes.
  • Research and support diversity, equity and inclusion staffing efforts within the VTH to attract a diverse pool of qualified and capable talent.
  • Actively guide and lead sustainable staffing strategies, including recruiting top talent, employee retention and engagement, and succession plan development.
  • In coordination with hiring / current manager, guide the creation and classification of positions (new / replacement / promotion) in alignment with University HR, Provost, and Talent Acquisition guidelines to ensure best practices and consistency in VTH personnel administration.
  • Attend University HR and Talent Acquisition meetings and trainings and other professional development opportunities. Disseminate appropriate information learned to the VTH.

Percentage Of Time 40% Job Duty Category Performance Management Duty / Responsibility

  • Guide supervisors on personnel matters such as performance management and professional development opportunities. First point of contact for employee relations issues, then elevate situation to HR Partner and / or VHS Senior HR Generalist.
  • Distributes timelines and proper documentation to supervisors for annual performance evaluations. Ensures evaluations are completed timely, enters related information in Oracle, and stores completed evaluations in personnel files.
  • Demonstrates ethical and transparent communication while maintaining appropriate confidentiality.

Percentage Of Time 10% Job Duty Category Payroll Reconciliation Duty / Responsibility When help is needed from the Payroll / HR Specialist, this position will :

  • Assist with hourly and salaried payroll responsibilities for accurate and timely submission of bi-weekly and monthly payroll for all VTH employees.
  • Oversee staff and student employee time entry and monthly leave reporting in TCP. Provide updates, deadlines, and training to VTH employees and supervisors when appropriate.
  • Audit timesheets for accuracy, working with supervisors for correction.
  • Approve payroll (hourly and salary) monthly, managing inclement weather, special leaves, additional days off, etc.
  • Responsible for Family Medical Leave (FML) entry into TimeClock Plus (TCP).
  • Process PPDAs and collaborate with other HR staff responsibilities to process payroll.
