The Job opportunity

As the Deputy Chief Technology Officer (CTO) your primary focus will be overseeing the day-to-day technological operations and tactical implementation of One Washington’s technical workstreams and deliverables.

You will be expected to collaborate with the One Washington leadership team, vendor system implementer and software vendor, technical workstreams, Agency Readiness Team (ART), Business Transformation Team (BTT), Project Management Office (PMO), and various stakeholders from OFM and other state agencies.

You will be required to represent the CTO in various forums and stakeholder engagements and may need to temporarily act as the CTO when they are unavailable.

This position is eligible to frequently telework the majority of the time and is typically not required to report on-site.

If required on-site, then your supervisor will do their best to make every effort to notify you at least 1 week in advance, with the exception of emergency / urgent situations.

The default assigned work location of all One Washington project positions both on-site and telework eligible positions is within the State of Washington, *specifically at one of our two duty stations based in Olympia.

Duties

One Washington (OneWA), led by the Office of Financial Management, is an enterprise-wide transformation project focused on replacing 1960s-era technology with a cloud-based solution for finance, procurement, budget, HR, and payroll processes, utilizing Workday technology.

OneWA is a long-term yet extremely fast-paced project anticipated to fully implement all phases by 2030. The project’s core business hours are Monday through Friday, all project positions are full-time, and we offer some flexibility in schedules oriented around core business hours with prior supervisory approval.

However, it is very common to regularly work beyond the typical 40 hour work week to meet the rigorous operational needs and business deliverables required for the go-live timelines.

What you'll work on

  • Assist the One Washington CTO in managing and implementing the technical components of the One Washington program. Help ensure all technical workstreams of the One Washington Workday Enterprise Resource Planning (ERP) system implementation are aligned and working harmoniously toward the same goals.
  • Improve operational efficacy through overseeing the day-to-day technological operations and tactical implementation of One Washington’s technical workstreams and deliverables.
  • Provide support and guidance to technical workstream / team leads, which includes data conversions, integrations, reporting, security, architecture, privacy, testing, and legacy system remediation.
  • Oversee Workday ERP system training for all technical staff assigned to the project. Ensure adequate knowledge transfer is performed between system implementer vendor and technical state staff.
  • Select, hire, onboard and supervise three employees within the One Washington technology team.
  • Encourage employee engagement and team cohesion through consistent communication, establishing clear goals, clarifying responsibilities, sharing constructive feedback, and supporting professional development.
  • Align team with OFM and One Washington mission, vision and values.
  • Lead by example and set standards for performance and quality expectations. Actively monitor team performance and takes action as needed, such as providing additional guidance, leading conflict resolution, or coaching team members on how to overcome barriers or other obstacles.
  • Become a subject matter expertise on all technical aspects of the Workday ERP system implementation. Build credibility through effective verbal and written communications of the technical concepts, strategies, plans and solutions to both technical and nontechnical audiences.
  • Serve as a liaison between technical staff, executive management, and various other stakeholder groups that range from internal program team members and OFM staff, to vendors partners and agency customers.
  • Ensure compliance with all relevant Washington State and OFM policies, processes, and standards. Set direction for adopting industry best practices and standardization.

Qualifications

What we need you to bring

Required Qualifications :

  • Bachelor’s degree in computer science, information technology, or a related field.
  • Additional two years of relevant professional experience may substitute for the educational requirement.
  • Eight (8) or more years of professional experience in overseeing or leading large and / or complex system implementations.
  • Four (4) years experience directly supervising or managing technical staff to include conducting hiring / recruitment, performance evaluations, workload leveling and leave approvals, coaching and training, and offboarding.
  • Demonstrate strong ability to communicate effectively, both written and verbally.

Desired Qualifications :

  • Master’s degree in computer science, information technology, or a related field.
  • Experience with Project Management principles and methodologies. Project Management Professional (PMP) certification is preferable.
  • Governmental / public-sector experience in managing complex IT projects, such as :
  • Major system implementations, business transformations, and / or rollouts of cloud-based Software-as-a-Service (SaaS) systems.
  • Architect design, implementation, and administration of an enterprise environment that is built to serve a large number of customers.
  • Experience with enterprise resource planning (ERP) system implementations, especially with Workday.
  • Experience developing and maintaining system documentation regarding policies, procedures, guidelines etc. and enterprise network solutions documents including but not limited to MS Visio diagrams, technical configuration documents, reference manuals, project plans, and implementation plans.
  • Ability to multitask and meet deadlines in a fast-paced environment where priorities are subject to change based on a variety of factors.
  • Proven ability to develop, present, and implement strategic and tactical plans in front of large audiences and / or to executive management within an organization
