POSITION QUALIFICATIONS :
- Bachelor’s Degree from an accredited college or university
- Minimum 2 years of experience in the employee benefits field (Preferred)
- Public school experience (Preferred)
DUTIES AND RESPONSIBILITIES :
- Understands and supports the mission, vision and values of Harmony Public Schools.
- Oversees the administration of the HPS employee benefits program, including, but not limited to, medical and supplemental benefits, COBRA, short-term and long-term disability benefits, accident and death claims, workers compensation, TRS, 403b plans, etc.
- Develops system-wide processes and procedures regarding employee benefits
- Collaborates with staff, third-party administrators and insurance consultants to ensure district and employee’s interests are protected and properly addressed.
- Serves as the primary contact for plan vendors and third-party administrators.
- Resolves administrative problems with insurance carrier representatives.
- In collaboration with TPA, coordinates annual enrollment for both medical and supplemental benefits.
- Conducts training sessions, prepares and distributes materials / forms.
- Provides customer service support and responds to employee benefit inquiries and complaints to ensure quick, equitable and courteous resolution.
- Maintains, generates, and provides statistical data relative to insurance premiums and cost
- Manages and updates employee changes and adjustments in all applicable platforms.
- Designs, recommends, and implements new benefits programs. Examines possible plan designs and benefits cost changes.
- Works with the TPA to negotiate with vendors for best plans, options, and rates.
- Maintains high-level of integrity and confidentiality
- Performs other duties as assigned.
SKILLS AND ABILITIES :
- Knowledge of federal and state laws / regulations pertaining to benefits administration
- Ability to effectively present information to small and large groups.
- Strong customer service, organizational, communication, and interpersonal skills.
- Ability to communicate effectively in both written and oral forms with all levels of management, both internal and external to the district.
- Ability to establish and maintain effective working relationships both internal and external to the district.
- Ability to use computer including software, database used by the district, spreadsheet and word processing software, calculator, copy machine and telephone.
- Ability to analyze data
- Ability to use effective interview techniques, effective public speaking skills, and problem-solving skills
WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS :
- Light Work : may require the occasional light lifting.
- Nights and weekend activities will be occasionally required.
- Position is in office setting and may involve prolonged work at a desk in one location.
- Light travel is required.
