Staff Rates Analyst

Duration : 12 months contract

Job Description :

Provide technical and cost analysis to develop and gain regulatory approval for electric & gas rate designs and tariff special provisions, terms and conditions.

Provide economic modeling and analysis. Assure communication and implementation of regulatory requirement

Experience :

• For the Staff Rates Analyst level :
• 5-7 years of related work experience
• Basic understanding of the utility business, economic and / or financial analysis and accounting concepts
• Proficient in quantitative analysis and spreadsheet modeling
• Good oral and written communication skills
• Planning & organization skills.

For the Principal Staff Rates Analyst level :

• B.S. Degree in quantitative field such as accounting, engineering, economics, mathematics or relevant degree.
• 7+ years of related work experience.
• Direct experience in utility cost of service analysis and / or rate design.
• Good understanding of the utility business, familiarity with the application of gas and electric tariffs and utility accounting.

Responsibilities :

Explain Company proposals and underlying analysis to Company personnel and provide tariff interpretations to other Company personnel, regulatory staff, customers and consultants;

prepare filings for miscellaneous tariff changes outside of a base rate case.

• Provide guidance to Computer Programmers and Customer Operations regarding new rate structures and new rates utilized in customer billing system.
• Propose and develop technical and cost analysis methodologies / spreadsheets / models to support electric and gas rate design, tariff special provisions, terms and conditions for electric and gas customer billing rates and development of Corporate regulatory / legislative strategies.
• Provide economic modeling and analysis.
• Develop and write assigned sections of rate-related testimony and recommend areas of strategy development.
• Draft responses to intervener interrogatories related to rate filings or issues.
