General description
The Information Management and Analytics Team in the Information Technology Division is looking for an advanced (senior-level) computer systems analyst who can work and develop tasks for web applications using NodeJs and modern Cloud infrastructure.
Use Agency configuration management tools to deploy applications to Cloud environments. Establishes NodeJs best practices for the Agency.
Coordinates in the development of business requirements and performs application analysis, design and programming. Prepares and develops application processing documentation for current and proposed applications.
Conducts research on applications, issues and attends meetings to propose technical solutions for user requests. Directs, guides, and oversees highly complex information technology systems implementations.

Work Hours
8 : 00 a.m. to 5 : 00 p.m., 40-hour week, Monday Friday. May occasionally work evenings, weekends and / or holidays. Application support activities periodically require on-call responsibilities or work during non-standard hours.
Hours may change based on business needs.
Teleworking may be considered if certain working conditions are met. The candidate must have permanent residency within the state of Texas and must be able to meet in office requirements, which can vary among different sections (i.
e. report to office 1 day / month, 1day / week, etc.). Travel reimbursements are not provided for teleworking.
Qualifications
Minimum Qualifications
- Bachelor's degree.
- Five (5) years of work experience working in a technical lead role on Software Development projects.
- Two (2) years of full-time work experience in the design and coding of applications using NodeJs
- Five (5) years of experience performing customer service in an IT environment.
Preferred Qualifications
- Bachelor's degree in Computer science, Computer Information Systems, or Management Information Systems.
- Experience with Cloud environments and services (primarily AWS, including RDS, DynamoDB, Api Gateway, Lambda, and ECS).
- Experience in designing and developing REST API
- Experience in front end development including JavaScript frameworks such as React, Angular or Vue
- Experience preferred in serverless design and frameworks
- Experience with computer security practices such as prevention of cross-site scripting and SQL injection, DevSecOps, and Software Development Life Cycle (SDLC)
Substitutions
One (1) additional year of experience as stated above may substitute for thirty (30) semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).
In this role you will :
- Performs development tasks in NodeJs and modern Cloud infrastructure technologies based on business requirements; designs and codes complex applications adhering to design & coding standards.
- Coordinates implementation activities with all appropriate areas including business customers. Identifies all deliverables included in the implementation and verifies that deliverables are ready to be installed in the environment.
- Determines the cause of application or environment problems by gathering information related to the problem; identifies appropriate resolution options;
obtains appropriate approval; and coordinates the execution of the selected option.
- Performs analysis, research, and interpretation of business requirements to document technical requirements and develop technical specifications.
- Performs unit testing and integration testing of applicable changes based on requirements, including implementation and environment preparation, documentation, coordination, and monitoring.
- Documents current or proposed software applications; participates in status, training, requirements, design, and review sessions;
and creates written proposals for improvement in the tools & technologies and architectures as well as developing and establishing NodeJs best practices for the Agency.
- Performs research and analysis required for project proposals, software modifications, system modifications, and new products.
- Performs all other related duties as assigned, including responding to problems in an on-call situation 24 hours a day during a rotation.

Salary is contingent upon qualifications. CPA employees in the same job classification, if selected, will be laterally transferred with no increase in salary.
