Position Summary
Under the direction of the Vice-President of Programs, the Director of Sector Initiatives and is a member of SDWP’s leadership team, providing the vision and strategic direction for program executions, expansion, and alignment within the organization and across the community.
The Director of Sector Initiatives will lead the strategic development and programmatic oversight of key priority sectors and beyond.
Work closely with Population Specific Director and Strategic Partnerships Director to align department goals and to improve employment, education, and support services for individuals facing employment barriers.
The Director will collaborate with industry and organized labor partners, private and public training providers and academic institutions, community organizations, to meet workforce development needs of participants and ensure that programs align with current industry workforce skills demands, fostering a competitive workforce for the County & City of San Diego.
Essential Functions
Responsible for the creation, oversight, and attainment of sector initiatives and program performance, goals, KPIs and case management;
overseeing multiple grant funding streams from a variety of public, private and philanthropic sources.
- Responsible for program management, program design, fiduciary representation of the organizations and its systems and operations.
- Entrusted responsibility of prioritizing and safeguarding the best interests and assets of the organization, its reputation, and its integrity.
- Responsible for the compliance of SDWP policies and procedures including oversight of teams’ proper understanding, implementation, and compliance with relevant Operational Issuances.
- Ensure timely delivery of well-aligned jobseeker supportive, career, and placement services.
- Management and coordination of operational continuity resources and interdepartmental services.
- Strong ability to multitask, organize and prioritize tasks associated with multiple assigned programs, continuous improvement of programmatic processes of contracted activities and services.
- Create innovative, customized solutions within program designs to serve job seeker.
- Collaborate with interdepartmental team members to ensure compliance and integrity of program delivery.
- Ensure teams’ training on centralized knowledge resources pertaining to workforce development programs, policies, procedures, public system regulations, statutory requirements, and legislation.
- Develop collaborative relationships with the public, private and non-profit sectors, including government, community groups and other stakeholders, to support program development, implementation, and expansion.
Cultivating, and fostering strong external partnerships, particularly within industry sectors, organized labor union, workforce leaders, and community- based organizations including local / state industry organizations, to broaden placement options for job seekers.
- Prepare accurate and high-quality programmatic updates and present progress tracking of outcomes through written materials and / or verbal presentations to a variety of internal and external stakeholders including executive management, board members, and community groups as required.
- Analyze and evaluate data as it relates to achieving and exceeding performance standards.
- Prepare analytical reports and progress summaries and provide a detailed implementation plan, as needed, to achieve successful performance outcomes;
aligning departmental activities with organizational-wide priorities and KPIs.
- Conduct a collaborative, empathetic, client-centered approach to program and training design.
- Identify funding opportunities, prepare proposals, and write grant applications in response to solicitations.
- Work in partnership with other departments to identify shared metrics and adjust program elements for maximum systems alignment.
- Develop and foster relationships with funders to identify, in advance, priority areas of focus or interest and potential alignment with programmatic outcomes.
- Develop annual budgets in collaboration with VP Programs and finance team including timely submission of all reporting requirements.
- Responsible for managing and monitoring performance within budget, ensuring all spending goals are met appropriately.
- Identify creative ways to be cost-effective and streamline operations to maximize the use of resources.
- Continuously enhance employer relationships and partnerships for the benefit of participants.
- Perform other duties as assigned.
Job Requirements
- Bachelor’s degree in business management, business economics, or related industry focused degree.
- Six to eight (6-8) years’ director or manager level work experience.
- Six to eight (6-8) years’ direct exposure managing workforce initiatives and training programs.
- Deep connections and an understanding of organized labor community.
- Understanding of priority sector and industry led initiatives and labor market in San Diego.
- Strategic and operational planning, decision making and execution of programs.
- Understanding of State and Federal laws and regulations related to workforce development training programs funding.
- Excellent attention to detail, creative problem-solving skills, visionary leadership, and adaptability.
- Excellent organizational and proficient communication skills.
- Proven ability to maintain confidentiality and handle sensitive situations with solid judgement.
- Computer proficiency, particularly with the Microsoft Office suite, including Outlook, Word, Excel and PowerPoint.
Desired Requirements
- Master’s degree in business management, business economics, or related industry focused degree.
- Three to five (3-5) years’ skilled trade related work experience.
- Lean Six Sigma Certification.
- Organizational Knowledge.

Compensation for this position ranges from $125,897 - $173,162.
In the spirit of pay transparency, we are excited to share the base salary range for this position. If you are hired at San Diego Workforce Partnership, your final base salary (within the pay range), will be determined based on factors such as education, knowledge, skills, and experience.
In addition to those factors, we believe in the importance of pay equity and consider the internal equity of our current team members when determining any final offer.
Please keep in mind that the range mentioned above is the full base salary range for the role. Hiring at the maximum of the range would not be typical in order to allow for future and continued salary growth.
