Job Description Summary

The purpose of this job is to receive and review documentation and monitor worksites to ensure the city maintains compliance with state and federal wage laws.

Monitors and manages various aspects of Disadvantaged Business Enterprise (DBE) program and reports to Federal Airport Administration (FAA), Federal Transit Administration (FTA), and Federal Highways Administration (FHWA) as required.

Essential Duties and Responsibilities - The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job.

Employees may be requested to perform job-related tasks other than those specifically presented in this description

  • Reviews paperwork and payroll for each contract subject to prevailing wage or associated with federal funds.
  • Completes compliance checks on worksites. Conducts wage interviews and commercially useful function checks for DBEs, communicates expectations with foreman, and checks job board.
  • Reviews contracts for compliance and language.
  • Completes DBE goals and FAA, FTA and FHWA reports.
  • Answers questions on contracts, bond status, DBEs, and related matters.
  • Regular attendance is a necessary and essential function.
  • Performs other duties as assigned.

Fiscal Responsibility

  • Position has limited fiscal responsibility.
  • May assist in the collection of data in support of recommendations for departmental budget allocations. May monitor division or program / promotional level budget and expenditures.

Education and Experience - An equivalent combination of education, training and experience will be considered Education and Experience :

  • Associate’s Degree or 2 years of college.
  • 3 to 5 years’ experience overseeing contract compliance and administration.

Licenses or Certifications :

Valid driver’s license.

  • Relevant laws and regulations pertaining to wages and contracts.
  • Contract administration processes and procedures.
  • FAA, FTA and FHWA requirements.

  • This position involves occasional exposure to unpleasant environmental conditions and / or hazards and outside work.

Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

Incumbents required to drive, reach above shoulder, and bend at the knee and waist.

Hours / Days Monday through Friday, 8 : 00 a.m. 5 : 00 p.m. Starting Salary $46,727.00 to $57,475.00 minimum-midpoint, salary commensurate with training and experience.
