Summary :

The National Field Response (NFR) team takes the ASPCA's commitment to animals to the very doorsteps where help is needed.

The team travels from coast to coast responding to requests from law enforcement, emergency management and animal welfare professionals with the primary goal of removing animals from crisis situations created by natural disasters, animal abuse, hoarding or neglect.

Under the leadership of the Vice President, National Field Response the Director of Field Logistics, Fleet and Warehouse will be based in an office working out of the NFR Equipment warehouse in Maryland Heights Missouri.

The person in this role will focus on ensuring that the National Field Response Team operates from industry standard best practices in field logistics, animal and equipment transport, vehicle maintenance and warehouse management.

This position is responsible for ensuring that the National Field Response team can provide logistical and animal transport support for all ASPCA Field operations including ensuring that our warehouse remains organized and stocked with needed supplies and equipment and implementing all necessary protocols and safety measures, that our fleet is maintained in a constant state of road readiness for rapid response, follows all ASPCA and NFR transport and driving protocols, and that our field logistics are managed in a way that supports timely and comprehensive field logistics response, accounts for the needs of all teams involved and comply with ASPCA policy to ensure that our teams are able to respond seamlessly and effectively to natural disasters and cruelty operations nationwide.

Primary responsibilities include, but are not limited to, overseeing the day-to-day personnel management of the Warehouse Senior Manager, the Field Logistics Senior Manger and the Fleet & transport Managers, preparing accurate cost estimates for budget request for necessary supplies and equipment needs and working with the fleet, warehouse and logistics team members as well as the NFR, Vice President, ASPCA Fleet, Facilities and Finance on purchasing.

This role will be responsible for working with ASPCA Subject Matter Experts, the NFR Vice President and industry experts on developing long term strategies and best practice Standard Operating Guidelines and protocols, and deploying into the field or supporting the movement of equipment, supplies, and animals as needed.

Responsibilities :

People & Program Management (40%)

  • Develop and implement annual professional development plan for each staff member in the Field Logistics, Fleet and Warehouse branch.
  • Direct supervision of the three direct reports.
  • Manage responders assigned to functions under your supervision.
  • Work with ASPCA procurement to negotiate with vendors; securing cost-effective supplies and ground transport coordination.
  • Conduct regular trainings and refresher courses for team members on the proper usage of equipment.
  • Develop and maintain a monthly reporting system.
  • Supervise and motivate staff including monitoring to ensure an appropriate work life balance and addressing and reporting performance concerns appropriately.

  • Mentor newly trained staff and responders, when appropriate, and conduct workshops or give lectures to animal welfare professionals, in effort to expand knowledge of ASPCA response capabilities.
  • Development and annual updating of Standard Operating Guidelines (SOGs) for Field Logistics, Fleet and Warehouse
  • Become cross trained in all aspects of the Field Logistics, Fleet and Warehouse work and serve as backup to ensure capabilities during times of absence or multiple operations.

Warehouse and Field Logistical Support (30%)

  • Provide logistical support for ASPCA National Cruelty / Criminal Cases and ASPCA Disaster Response when needed
  • Securing all necessary supplies and equipment needed to execute operational plans in the field
  • Research new personnel and technical equipment and make recommendations on equipment to enhance response capabilities
  • Acquire supplies, track expenses and manage inventory
  • Close collaboration with ASPCA Fleet programs to ensure proper maintenance and ensuring the fleet and technical equipment and supplies stay in a state of readiness for rapid response
  • Close collaboration with ASPCA Fleet programs to ensure we are strategically expanding the fleet of vehicles to achieve ASPCA response goals
  • Manage logistical support for multiple operations with an anticipated steady state or even an increase in number of cases / deployments each year.
  • Pre-response : Work closely with ASPCA partner department leads to create communications which will assist in coordinating staff, consultants and volunteers participating in ASPCA National Cruelty / Criminal Cases and ASPCA Disaster Response.

Provide necessary information to Responder Sr. Manager for response specific needs. Work with appropriate leads to identify and secure essential supplies, equipment and forms for a response.

On-site logistics : Ensure all appropriate resource needs have been identified, properly requested, catalogued, and secured.

Continually reassess stock of supplies and equipment on hand and restock as necessary. Responsible for ensuring that food, communication, and medical needs of the response team have been met.

To ensure that facilities have been identified and secured, supplies ordered and secured, and field transportation needs met.

Work with other agencies to coordinate resources, personnel and equipment to ensure adequate coverage.

Post-response : Ensure all supplies and equipment are decontaminated, inventoried and transported and stored appropriately.

Supervise appropriate maintenance schedule for all gear and equipment. Replace or repair any damaged, lost or donated items.

Fleet Management (20%)

  • Oversee growing fleet of vehicles and ensure proper maintenance and positioning of vehicles
  • Collaboration with ASPCA Fleet program and staff in the NFR Field Logistics, Fleet and Warehouse branch to ensure vehicles, trailers are registered and insured, and all technical equipment are appropriately maintained and in a state of readiness for deployment
  • Work with NFR staff and partner agencies that house our shared equipment to maintain vehicle and equipment inventory and arrange joint trainings on that equipment and ensure proper maintenance.

Safety (10%)

  • This position will be responsible for ensuring that the team is compliant with all human health and safety regulations and all aspects of the programs work.
  • Ensures that vehicle, driving and warehouse protocols and maintenance factor in safety. Ensure safety and vehicle incidents are reported and tracked.
  • Implement processes to track vehicle maintenance and driving history for all NFR fleet vehicles.

Starting pay for the successful applicant will depend on a variety of factors, including but not limited to education, training, experience, location, business needs, internal equity, market demands or budgeted amount for the role.

The target hiring range is for new hire offers only, and staff compensation may increase beyond the maximum hiring range based on performance over time.
